- Description
- The US Army Aviation and Missile Command (AMCOM) intends to issue a full and open competitive Request for Proposal (RFP) W58RGZ-06-R-0213 (previously issued as Draft RFP W58RGZ-05-R-0935) to satisfy the US Armys Future Cargo Aircraft (FCA) requireme nts. The intent is to procure a previously developed and fielded, low-risk, commercially available aircraft and mission equipment package (MEP) to provide priority, uninterrupted air transport of time-sensitive/mission-critical cargo including supplies, p arts, and personnel to geographically dispersed Brigade Combat Teams (BCTs) on the nonlinear battlefield. The FCA will be a multifunctional aircraft, able to perform various types of missions, e.g., logistical resupply, casualty evacuation, troop movement , airdrop operations, humanitarian assistance, or missions in support of Homeland Security. The contract also will include pilot and loadmaster training as well as integrated logistics support. The FCA will operate to/from unimproved airfields and/or wil l off-load to tactical rotary wing and ground vehicles at forward sites located near tactical units being supported. The users of the FCA for this contract are expected to be the Army National Guard (ARNG) and the US Army Reserve (USAR). A best value app roach will be used in the source selection process. The Government will utilize FAR Part 15, Contracting by Negotiation, to satisfy program objectives. The contract type for the FCA Program will be a firm-fixed price requirements contract with time and m aterials line items for over and above repairs and engineering support services. The anticipated period of performance is five years with each year stipulating quantity ranges.
