- The Government is seeking interested sources for support of JTT/CIBS-M COMSEC upgrade to meet National Security Agency (NSA) new requirements. All interest sources must demonstrate ability to perform JTT/CIBS-M COMSEC upgrade, hardware and software redesign, testing and certification. The JTT is a special application Ultra High Frequency (UHF) Satellite Communication (SATCOM) and Line of Sight (LOS) secure Intelligence Dissemination terminal to be deployed with tactical units. The terminals are dedicated to the delivery of critical, ti me sensitive battlefield targeting information to tactical commanders and intelligence nodes from all military services, in near real time, at system high security levels. The JTT is interoperable with the Tactical Reconnaissance Intelligence eXchange Sys tem (TRIXS), Integrated Broadcast Service-Interactive (IBS-I), Integrated Broadcast Service-Simplex (IBS-S), Tactical Data Information eXchange Subsystem B (TADIXS-B), and UHF General Purpose Link Channel (DAMA and non-DAMA). Raytheon Network Centric Systems of St. Petersburg, FL is the Original Equipment Manufacturer of the JTT Senior and JTT Briefcase (JTT-B) configurations and is currently on contract with the Government to provide Host System Integration Support and Warrant y and Out-Of-Warranty repair services. The Government does not own the JTT/CIBS-M production drawings, product specifications (below system level), and software source codes. All interested sources must demonstrate that they can integrate a JTT/CIBS-M with the new COMSEC circuit module cards t hat will meet the requirements of the JTT System Specification (available upon request). Interested sources which have sufficient Technical and Program Management experience in this type of work are invited to send a response describing in detail their ability to identify and incorporate the new COMSEC devices, perform testing to validate requ irements and archive NSA certification. Proprietary information is not being solicited. The Government will not reimburse interested sources or responders to this notice for any costs incurred in responding, or for subsequent exchanges of information. Responses should be submitted no later tha n close of business 16 January 2006. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas.
