Description
DESCRIPTION: The Walla Walla District intends to award a design-build construction contract for the modification of existing adult fish trapping facilities located at Lower Granite Lock and Dam. The estimated cost range for this job is between $1,0 00,000 and $5,000,000. Work will include earthwork for supply piping and footings, reinforced concrete footings, structural steel support system with metal roofing, miscellaneous metalwork including tanks, flumes, bar grating decks, ladders, and handrails . Also included will be approximately 700 lineal feet of 8 inch diameter water supply piping, and various mechanical/electrical features such as valves, control stations, and fish crowders. The scope of modifications will include the following: 1. Increa sing workspace area; 2. Adding an additional anesthetic tank; 3. Adding 2 sorting tanks; 4.Adding 4 holding tanks; 5. Adding a flume conveyance system; 6. Resizing of the water supply and drain piping; 7. Adding a new gate on the drain tank discharge ; 8. Resizing the drain tank outlet. Completion date for the work is NLT MARCH 01, 2007. Two-phase selection process. This acquisition will be conducted in two phases in order to meet the schedule while obtaining maximum practicable competition. a. Phase 1  Request for Qualifications. Interested parties will be required to prepare and submit technical proposals within 15 days. Information will be requested pertaining to technical qualifications, performance and experience of the firm as well as team members. The Government will then assess technical proposals based on evaluation factors. No more than four of the most highly qualified offerors will be selected. b. Phase 2  Request for Proposals. The four firms selected in phase one will be invited, approximately in early February, to submit a technical solution and price proposals within 30 days. The Government will evaluate the proposals and conduct a best val ue tradeoff analysis to determine the successful offer. A pre-proposal conference will be held at the site at a date to be announced. Currently this date is targeted for the second week of January 2006. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, tak en for each of the last three fiscal years is less than $28,500,000. This project is unrestricted. Its open for all responsible business sources, large or small to submit an offer. However, if a large business is selected for this contract and the propo sal exceeds $1 million, it will be required to submit a subcontracting plan for goals to utilize small business concerns.
