- MARKET RESEARCH/REQUEST FOR INFORMATION NO SOLICITATION DOCUMENT EXISTS. The Marine Corps Systems Command is conducting a survey of potential sources for underwater voice communication systems between divers. The request is for systems that meet Naval Sea Systems Command Program Management Sea 399 (NAVSEA PMS 399) protocol for undersea operations and meet the criteria for placement on the Certified for All Navy Use list (ANU). The objective of the system is to increase effectiveness compared to current underwater voice communication systems in use. The mission profile consists of combatant divers operating underwater in two-person dive teams. Each dive team will be tethered with a buddy line. The dive teams may be riding a two-person diver propulsion device, and at other times free-swimming using fins. Threshold two-way voice communication is needed between the divers of a dive team, between multiple dive teams, and between dive teams and surface support craft. Objective two-way voice communication is desired between the divers of a dive team and subsurface craft. One-way voice transmission is desired from the dive team on a wide range of frequencies (analogous to the ?Guard? channel on military radios). The voice communication system must integrate with the Mk 25 Rebreather, as well as the USMC Full Face Mask currently in development. The system must have an endurance of at least 12 hours! and a range of 5 kilometers. Please include the willingness of the company to participate in a demonstration of their product. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the requested information. Industry firms capable of providing the required systems, in whole, are invited to submit a response to this notice. MARCORSYSCOM anticipates using the GSA schedule for this opportunity although interested parties not on the GSA schedule are encouraged to participate. Firms should identify/submit a copy of their GSA schedule, if applicable. Firms should also include literature, brochures, price lists, estimated production capacity, and capabilities summaries directly addressing their ability to meet the aforementioned needs. At a minimum, the capabilities summary should include the following information: system description, system maturity, weight, dimensions, required power, required craft and dive-suit interfaces, effective distance and depth range, frequency capabilities, mode of transmission, buoyancy, and tactical color.
