- Teaming Opportunity for a Mars Orbital Platform Scout Mission. NASA Langley Research Center (LaRC) plans to provide an instrument concept to a mission proposal in response to the NASA Science Mission Directorate MARS Scout 2011 opportunity. The Mars Scout Announcement of Opportunity (AO) is expected to be released approximately in April 2006 with the Step-1 proposals due 90 days later. Several proposals will be selected to proceed to Step-2 (Phase A). A launch date in 2011 is planned. LaRC is seeking partners to participate in developing an instrument concept that will address the goals and objectives of the MARS Scout Program. Langley?s contribution leverages core competencies in atmospheric modeling, aeronomy, and passive remote sensing of atmospheric composition and temperature. This synopsis solicits partners in the definition, design, development, integration, and test of scientific instrumentation. Of particular interest are partners capable of delivering space borne science instrumentation for measuring the thermal structure, chemical composition and dust loading of the atmosphere of Mars. In particular, infrared radiometers covering 1 to 17um, including sensors for nadir and limb viewing, are sought. Responses are solicited from all U.S. industries, academia, non-profit organizations, national laboratories, other government agencies, and Federally Funded Research and Development Centers. If selected through this synopsis, each partner is expected to become a full member of the technical assessment, proposal development, and mission implementation team. LaRC will require each selected partner to provide a letter of commitment. LaRC anticipates issuing contracts or other agreements to the providers of science instrumentation, provided the mission concept is selected for implementation. Teaming offers will be reviewed, evaluated, and selected at NASA LaRC. Partner selection(s) will be made by LaRC based on the following criteria listed in the order of importance: (1) Relevant experience, past performance, technical capability and availability of key personnel: This criterion evaluates the offerors relevant recent experience, past performance in similar development activities, technical capability to perform the development and key personnel (with resumes) available to support the development. Provide substantive evidence (points of contact and telephone numbers) of successful participation in similar developments. Capability includes quality and management process certifications and systems. (2) Cost and schedule control: This criterion evaluates the offerors ability to control both cost and schedule. The offeror should provide evidence of successfully controlling cost and schedule for similar development programs and provide evidence of management processes in this area. (3) Facilities: This criterion evaluates the offerors facilities (development, testing, and analyses) to conduct the development or demonstration of the proposed task. The offeror should discuss facility availability, access, and the ability to meet the proposed objectives. NASA will not reimburse organizations for the cost of submitting information in response to this synopsis. NASA will not pay for technical assessment or proposal preparation costs incurred by team members. It is expected that the teaming organizations will participate actively in the proposal process and that selection of the proposal for mission implementation would result in contract(s) for the selected partners. The synopsis teaming opportunity does not represent a guarantee to selection of award of any contracts, nor is it to be construed as commitment by NASA to pay for the information solicited. It is expected that partner(s) selected would provide (at no cost to NASA), conceptual designs, technical data, proposal inputs, schedule and cost estimates consistent with the NASA Scout guidelines as described in the AO. Responses to this partnering synopsis shall be limited to 5 pages and shall address each of the evaluation criteria below.
