Description

This is a modification to rewrite and reintroduce the solicitation for the Chemical Latrines. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional infor mation included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is 100% small business set aside. The applicable The North American Industri al Classification System Code for this procurement is 562991 and the small business size standard is $6 million average annual receipts for the last three fiscal years. The Army Contracting Agency at White Sands Missile Range, NM is soliciting proposals f or non-personal services to service approximately 40 government furnished Chemical Latrines and provide and service an additional 181 Chemical Latrines in various locations throughout White Sands Missile Range. Anyone able to provide this service is encou raged to respond. The following provisions and clauses apply to this acquisition and any addenda to these provisions: 52.212-1, Instructions to Offers Commercial Items, 52.212-3 Offeror Representations and Certifications Commercial Items, 52.212-4, Contra ct Terms and Conditions Commercial Items, 52.212-5 Contract Terms Items, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-36 Affirmative Action For Workers with Disabilities, 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.225-13 Restrictions on Certain Foreign Purchases, and 52.232-36 P ayment by Third Party and FAR 52.223-5, 52.223-10, 52.223-12, 52.228-5, 52.232-18, 52.237-2, and 52.242-15. A completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items, must be submitted with quote. The following clauses a lso apply: DFAR 252-212-70001 Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable To Defense Acquisitions of Commercial Items; DFAR 252.223-7006, 252-225-7001, 252-225-7007,and 252.232-7007. It is anticipated that aw ard will be made prior to 05 January 2006 with a 26-day phase-in period and full performance to begin 01 February 2006. A one year with four one year options firm-fixed price contract will be awarded with cost-reimbursable line items for materials, equipme nt, and over and above work not included in the fixed price. We will make payment by VISA credit card. You must be registered in the Central Contractors Registration (http:/www.ccr.gov) (per DFARS 252.204-7004) in order to receive the award. If you are no t in the CCR at the time we are ready to make the award, you will be disqualified. A site visit will be conducted on Tuesday, December 13, 2005 at 9:00AM, MST. You must notify Mr. Michael Armenta at armentami@wsmr.army.mil or by telephone (505) 678-3416, of your intent to attend the site visit no later that 2:00PM MST, 12 Decem ber 2005. You are limited to three attendees. A Final Scope of Work, Maps and supporting documents will be made accessible as of this notice, on the Army Contracting Agency, White Sands Missile Range, Directorate of Contracting Web Site - http://www.wsmr .army.mil/docpage/pages/sol_stat.htm - under 'Current Solicitations and Sources Sought'. Offerors shall be responsible for monitoring the Internet for amendments. Documents must be in a format that can be read by Microsoft Office 2000 applications (Word, Excel, and/or PowerPoint). All information submitted in response to this announcement is voluntary and does not constitute a Request for Proposal. The Governmen t does not intend to award a contract based solely on the submission to this request nor does it intend to pay for any costs incurred as a result of this announcement. Award will be made to the lowest priced technically acceptable single offeror.
