Description
Bulk fuel follow-on requirement of JA1 for Camp Cedar II, Iraq. Turbine Fuel, Aviation (JA1), 16,800,000 USG (140,000 USG/ day), NSN: 9130-00-753-5026. Delivery Period is from February 1, 2006 through May 31, 2006. No transportation services are required. Under the authority of FAR 6.302-1, this requirement has been identified for non-competitive contract action. DESC intends to enter into a sole source contractual arrangement with Kuwait Petroleum Corporation (KPC) as the requirement will be served from Kuwait. KPC has expressed that it is its sales policy to contract directly with end-users and not through third parties and that it would not be providing product or access to its facilities to any third party intending to supply DESC under this tender. As KPC owns/controls the only facilities necessary for providing the requirement, it is not possible for any third party to tender a responsible offer. The solicitation is expected to be issued on or about December 20, 2005 and will be available on this site as well as the DESC web page at www.desc.dla.mil. Hard copies will not be made available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Proposals are to be directed to the DESC Bid Custodian before the closing date and time to facsimile 703-767-0488. E-mail offers will not be accepted. Note #12.
