Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Manufacturing Engineering Laboratory, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Western Michigan University, Kalamazoo, MI, to develop, construct, and optimize new optical tweezers instrumentation, and to prepare appropriate samples for assembly in the instrument. The Precision Engineering Division of the Manufacturing Engineering Laboratory at NIST runs an experimental project in the assembly and test of nanodevices using optical tweezers. Instrumentation development, performance measurement, software development, and sample preparation are required in support of this project. The purpose of this procurement is to develop, construct, and optimize new optical tweezers instrumentation and to prepare appropriate samples for the instrument. Sole source determination is based on the following: This is follow-on work for a purchase order, awarded via full and open competition, in September 2004. Upon completion of the previous award, the Contractor had developed software components of the system, and fabricated mechanical components of the instrumentation. The Contractor has unique capability and knowledge with respect to this project. The instrumentation and software is complex. Software systems include numerous modules that the Contractor must master to write new software that is compatible with the system. Based on their previous work, Western Michigan University has extensive knowledge in the design and operation of the instrument control system, including architecture, network-based operation, control, GUI operation and instrument operation. They are uniquely qualified to complete the required work. The North American Industry Classification System (NAICS) code for this acquisition is 541690 and the size standard is $6.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by December 12, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
