Description

The National Institutes of Health intends to procure on a firm, fixed price, sole source basis in accordance with FAR 6.302-1 as authorized by 41U.S.C. 253-C (1), The below service from a source in Bladensburg, Maryland. The contractor shall have experience and expertise of Office of Personnel Management, OPM, National Institutes of Health (NIH) and NEI personnel policies and procedures including those related to a variety of employment mechanisms and affecting a broad range of personnel related matters. The Contractor shall have expert knowledge of the procedures for Board of Scientific Reviews and other NEI laboratory site visit policies and procedures to coordinate and/or prepare material for site visits. The Contractor shall have expert knowledge of the goals, objectives, and programs of the Division Intramural Research's office (DIR) to perform a wide range of unrelated administrative functions. The Contractor shall have expert knowledge in software application and Federal management databases, such as Word, WordPerfect, Excel, PowerlPoint, Access, VEDS, SPB, and NIHTS. The Contractor shall have experience in preparing a variety of documents, including letters, meeting minutes and responses to information requests. The Contractor shall have expert knowledge of Federal regulations and agency policies govering local, domestic and foreign travel to develop laboratory/branch domestic and foreign travel requests. The Contractor shall have experience serving as a personal and confiedential Assistant to Executives, Directors and Senior Level Management. The Period of Performance shall be February 1, 2006 through February 1, 2007.
