Description

Pre-Marital Interpersonal Choices and Knowledge (PICK) Program Trainer Training Project The Contracting Center of Excellence, on behalf of the Office of the Army Chief of Chaplains intends to negotiate a Purchase Order on a sole source basis with PICK A PARTNER for training and presentation materials to 200 Army chaplains in the Pre-Marital I nterpersonal Choices and Knowledge (PICK) Program. The PICK Relationship Training Program has been selected for use in the Strong Bonds-Building Strong and Ready Families because it is the only such training event that is based on empirical data and has been validated through a research study conducted dur ing FY 2005. PICK-a Partner, Inc. is the only vendor who can provide this validated training instrument. There is currently no other program sold by any other vendor in the United States with validated effectiveness in assisting soldiers to make wise mar riage partner choices. Additionally, PICK is available in both secular and theologically integrated versions, facilitating ready integration into the Army Chaplain Corps ministry. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received by 18 Dec 2005, 12 noon. A determination by the Government not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
