Description
Naval Air Systems Command intends to issue an order under Basic Ordering Agreement (BOA) N00019-05-G-0021 with Northrop Gruman Corporation Field Support Services (NGFSSI), Pt. Mugu Branch Port Hueneme, CA 93044-4532 This requires the installation and test of AFC-453 and QEC-23 DEFWS into three E-2 aircraft at Naval Air Station, Pt Mugu by a contractor field team. The installation of DEFW will occur while aircraft is undergoing NP2000 Propeller modification, but not necessarily concurrent. Every attempt shall be made by mod team to economize the time to complete the installation of these two aircraft modifications. The complete installation of the Dual Element Fire Warning System, AFC-453 and QEC-23, replaces the existing fire detection system in the E-2 aircraft. The DEFWS AFC kit set includes all items required for installation of the system into aircraft fuselage, wing leading edges and nacelles, excluding non-peculiar support equipment. The DEFWS QEC kit set includes all items required for installation of the system into the QECKs excluding non-peculiar support equipment. NAVAIR intends to negotiate this order on a sole source basis with NGFSSI. NGFSSI is the designer, developer, and sole manufacture for the E-2 Aircraft and Weapon System and as such is the only firm with the knowledge, experience and technical data necessary to fulfill these requirements.
