Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Avionics Department, has an ongoing requirement for technical and scientific support for research, development, integration, analysis, assessment, and test and evaluation in support of sensor systems for the AIR 4.5 Avionics Department under the AIR 4.5 R&D Multiple Award Contract (MAC). Five contracts were awarded on 13 April 2004 under the MAC (Solicitation Number N00421-03-R-0089) ? Contracts N00421-04-D-0080, N00421-04-D-0081, N00421-04-D-0082, N00421-04-D-0083, and N00421-04-D-0084. NAWCAD plans to issue a new solicitation under the rolling admission provision to add additional IDIQ holders; therefore, current IDIQ holders are not being solicited. The contracts provide for the development of sensor systems and equipment, which are used for the development, integration, test and evaluation of sensor systems and support subsystem elements. Tasks performed under the contracts include planning, coordination, technology development, systems definition, systems acquisition, and product support for manned and unmanned platform avionics and sensors in support of 4.5 Divisions, including Architecture and Systems Engineering, Information Warfare Systems, Flight Information Systems, Electronic Warfare (EW) Systems, RF Sensors, Electro-Optics (EO) and Special Mission Sensors, Airborne Mission Computers, Surface Communications and Information Systems, and Acoustic Systems. The sensor system includes the sensor, the platform, associated software, and the operational center. Sensors will include both acoustic and non-acoustic sensors and their supporting hardware, software and specialized test equipment. Many projects to be performed under these IDIQ contracts will require a Top Secret Clearance. Some projects will require a Secret Clearance. Location of performance is 20% (twenty percent) on-site at NAWCAD Patuxent River, Maryland and 80% (eighty percent) off-site at the contractor?s facility. Contractor personnel shall travel when necessary to provide needed tasks through off-site meetings, training, conferences, design, installation, integration, maintenance, or system test. As part of this travel, contractor personnel may be required to travel overseas and to serve as flight crew and onboard ships for extended (2-3 weeks) sea tests. Offerors will need to respond to all elements of the RFP. The anticipated contract type is a cost plus fixed fee with indefinite delivery/indefinite quantity (IDIQ) delivery orders. The period of performance will be from 13 April 2006 through 12 April 2009. The scope of work to be performed will be divided into lots based on size standard under North American Industry Classification (NAICS) code 541710, 1,000 employees. Lot I will be for offerors who are qualified as a small business concern under NAICS code 541710, 1000 employees. Lot II will be unrestricted; both large and small business concerns can submit offers under Lot II. This solicitation is for advanced research and development tasks. The Navy plans to release the solicitation, including any subsequent amendments, via the Internet, on or about 02 January 2006. The solicitation will be available on the NAVAIR solicitation webpage located on the World Wide Web (www). The www server may be accessed using client browsers such as Netscape and Internet Explorer. The www address, or Uniform Resource Locator (URL), for the NAVAIR solicitation webpage is http://www.navair.navy.mil/doing_business/open_solicitations/. In addition to the availability of the solicitation for downloading at this webpage, the Navy will also e-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors who submit a request. The e-mail shall contain the following information: Company Name, Company Address, E-Mail Address, Point of Contact with Phone Number and FAX Number, and Business Size in reference to NAICS Code 541710, 1,000 employees. This information will allow the Government to compile a Bidder?s List. Internet responses without the aforementioned information will not be recognized.
