Description
This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The purpose of this announcement is to identify those companies with appropriate expertise that might be interested in responding to a formal solicitation from NSWCPC for providing a mine identification and neutralization system capable of operating in the littoral environment. The host platform for the system will be the MCM 1 Avenger class ship. The system will replace the AN/SLQ-48 Mine Neutralization System (MNS). Preferably the system would be non-developmental or commercial off the shelf. The general background regarding usage and desired features of the system are as follows: The system must provide the capability to positively identify, through visual means, both moored and bottom type mines. The system must provide the capability to neutralize both moored and bottom type mines with the preferred method of neutralization being sympathetic detonation. The system must be capable of being employed and operated safely from the host platform (MCM 1 Avenger class ship). The system must be capable of integrating with current combat systems operating onboard MCM 1 Avenger class ships. The system must be capable of accurately tracking the neutralizer during mission operations. The system must be capable of reacquiring both moored and bottom type mines. Physical dimensions of the system (size, weight, footprint) must not exceed the current physical dimensions of the AN/SLQ-48 MNS. Descriptive information is sought in the form of brochures, specification sheets and company points of contact. It is highly desirable that firms be ISO 9001 certified in the manufacture of equipments used in the types of applications of interest specified herein. Design proposals requiring developmental funding are not of interest at this time; this RFI may not directly lead to a request for proposals. Deadline for submission is 30 December 2005. Additional information about U.S. Navy surface and other mine countermeasures systems pertinent to this RFI can be obtained by accessing: www.ncsc.navy.mil. Information should be submitted to the attention of: (in hard copy only) Margie Dulatt, Contract Specialist, Code XPS1, Naval Surface Warfare Center Panama City (NSWC PC), 110 Vernon Ave, Panama City FL 32407. Technical Questions concerning this announcement should be directed to Mr. William Coffman, e-mail william.j.Coffman@navy.mil.
