Description
The Port Huneme Division, Naval Surface Warfare Center intends to issue a request for proposal to Lockheed Martin Services, Inc. 2339 Route 70 West, Floor 3W, Cherry Hill, NJ on a sole source basis to provide on-site engineering and technical support services for performance testing during Combat System Ship Qualification Trials (CSSQTs), Ballistic Missile Defense (BMD), and other Test and Evaluation (T&E) events, identify, troubleshoot, and resolve AEGIS Combat System (ACS) and AEGIS Weapon System (AWS) equipment and interface issues, and provide test engineering, and Original Equipment Manufacturer (OEM) field engineering installation and checkout services in support of ordnance alteration and ship alteration upgrades for AEGIS and AN/UYQ-70 configured ships. Lockheed Martin is the Original Equipment Manufacturer (OEM) of the AEGIS Combat System and has been assigned by the Naval Sea Systems Command (NAVSEA) as the sole engineering design agent and producer of these systems. Lockheed Martin possesses the proprietary drawing package and is the only known source capable of providing services for test engineering, engineering investigations, and design studies needed to support the AEGIS Combat Systems. The proposed contract type will be a Cost Plus Award Fee (CPAF), Indefinite Delivery/Indefinite Quantity, Level of Effort. The proposed contract will be for a Base year starting 01 March 2006 with two (2) one-year Option periods. The estimated number of labor hours is as follows: Base year- 107,424 hours, Option One- 110,424 hours, and Option Two- 118,424 hours. The North American Industry Classification System (NAICS) is 541330 and the size standard is $23M. The anticipated release date for this solicitation is in December 2005.
