Description

The Defense Threat Reduction Agency (DTRA) intends to make a sole source, firm fixed price, procurement with Measurement Science Enterprise, Inc.(MSE) for twelve Laser Attenuation Technique Systems (LATs) under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. LATs are unique systems and no other measurement systems are capable of collecting the necessary data with the fidelity required. Line Item 0001, Laser Attenuation Technique system each consisting of an LAT module, one two-channel data acquisition/logger unit, and one 25-ft connection cable. The Lab-View based software necessary for downloading the data from the sensor to a PC and user manuals will also be included. The LAT instrument is a self-contained system consisting of a measuring module and a recording/operation module., Qty 12 ea; Line Item 0002, In-house Calibration -- the contractor shall provide a density calibration for Bg for each of the twelve systems prior to delivery., Qty 12 ea; Line Item 0003 the contractor shall provide one week of on-site support to ensure proper use of the system, Qty 1 lot. 0004 Training, DTRA personnel will be trained at Contractor?s facilities on proper setup and usage of the LAT system., Qty 1 lot.; The Delivery shall be as follows: 0001--1 March 2006. 0002 -- Prior to March 2006 (date to be determined). 0003--From 24 April to 29 April 2006. 0004 -- Training date to be determined This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This notice of intent is not a request for quote. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
