Description
Provide a secure, web-based database that will allow Government access to the USARC roofing inventory (all data will be owned and shall become the exclusive property of the US Army Reserve). Perform roof inspections for 20% of the roof inventory eac h year and update data in web-based database. Provide a Registered Roof Observer (RRO) during scheduled new construction and re-roofing operations. Provide a Registered Roof Consultant (RRC) for unscheduled emergency consultations. The intent is to have four regionalized, stand-alone service contracts under one solicitation. The contracts shall consist of a base period and (4) 1-year option years. Registered Roof Consultants (RRC) shall perform the roofing inventory inspection, develop the roofing data base and perform data entry. A day rate shall be provided (excluding travel) for roof consultations by the RRC. A day rate shall be provided (excluding travel) for RROs to observe roofing operations. Travel costs shall be reimbursed per Government Trave l Rates. The future team members will include Government designers, inspectors, maintenance personnel and roofing contractors not affiliated with suppliers and manufacturers who are involved in the reroofing of United States Army Reserve Command (USARC) f acilities throughout the United States. The emphasis will be on regionalized roof inspections and unscheduled roof consultations. Continuous roof inspections shall consist of documented inspection reports in a secure web-based, commercially available roo fing program database to provide verification of the roof conditions. This will help ensure compliance with all existing warranties. The updates shall consist of inspecting 20% of the USARC roofing inventory annually and entering that data into the databa se as well as updating data on re-roofed facilities. The database features, in addition to the attached performance specifications, shall include the following: Interactive roof plan (for identifying locations of concerns and type of concern), informatio n about roof (SF, type, assembly materials, condition including specific issue and location, age, R-value (estimated), estimated fire rating, existing warranties, roof features such as parapets and the ability to do a life cycle cost analysis on the inform ation entered. This database will be web accessible by government employees associated with the Army Reserves (password access is acceptable) and the software will be available to Army Reserve and associated government employees at no cost. The roof inve ntory inspections and unscheduled consultations shall be performed by Registered Roof Consultants (RRC). The inventory inspections shall take into consideration the following: slope, R-value of insulation, insulation attachment, fire rating, existing warr anties, condition of roof, walls and parapets, estimated cost of repair/replacement, recommendations, regional environmental considerations and user-friendly software. The unscheduled roof inspections services will include a complete report including plan s and specifications for repair within a short time frame. Some repairs may need to be done in two phases  such as a wind blow off, an immediate quick repair and a permanent repair performed shortly thereafter. Proposals are due on July 20, 2005 at 4:00 p.m. Louisville Local time. Plans and specifications will be available on or about June 30, 2005 and can be obtained by requesting a compact disk or by downloading from the web. Project specification files are Portable Document Format (PDF) files and can be viewed, navigate d or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are: 486-based personal computer, MicroSoft Windows 3.1 or greater, 8MB application RAM, 4MB hard disk space and compact disk drive.
