Description
The U. S. Coast Guard (USCG) intends to negotiate a sole-source contract with the Smithsonian Institution, Office of Sponsored Projects, 750 Ninth Street N.W., Washington, DC 20560. The USCG has a requirement for the operation of the National Ballast Information Clearinghouse (NBIC) and support for the USCG Ballast Water Management (BWM) program. Pursuant to Section 1102(f) of the National Invasive Species Act (NISA) of 1996 (Pub. L. 104-332), the USCG is required to develop and maintain a NBIC in consultation and cooperation with the Smithsonian Institution, acting through the Smithsonian Environmental Research Center (SERC). The Smithsonian Institution has operated the NBIC since 1998 under a cooperative agreement with the USCG. Under NISA and its implementing regulations (33 CFR 151 Subpart D), each vessel bound for ports or places of the United States, regardless of whether a vessel operated outside the Economic Exclusion Zone (EEZ), which includes the equivalent zone of Canada, is required to submit reports of BWM practices directly to the NBIC for entry into a database. The NBIC is responsible for the management and timely statistical analysis of the data collected under the BWM program, assists in the development and implementation of appropriate data collection techniques, and supports the USCG?s efforts to prepare and submit biennial reports on BWM to the U. S. Congress. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.3. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received from interested responsible sources by 2:00 P.M., Eastern Standard Time, December 23, 2005 at USCG Headquarters, Commandant (G-ACS-2/EF), 2100 Second St., S.W., Room 11-0334 JR, Washington, DC 20593-0001. Responses may be faxed to 202-475-3905, or may be e-mailed to efeinberg@comdt.uscg.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
