Description
The National Institutes of Health intends to negotiate and award a sole source purchase order utilizing simplified acquisition procedures (Far part 13) to Federal Employee Education & Assistance Fund (FEEA)to administer the Agency's three year pilot child care tuition assistance. The purpose of this announcement is for information purposes only and is not an invitation to submit competitive quotations. No solicitation will be issued. The period of performance is from date of award for a twelve month period. 1. The contractor shall be responsible for administering the day to day operation of the National Institutes of Health (NIH), Office of Research Services Child Care Tuition Assistance Program. I. The contractor shall provide staff who are trained to answer basic and many complex questions from employees or childcare providers regarding the program. II. The contractor shall provide software and hardware that will enable accurate and timely pay to childcare subsidies under parameters that are set. III. The contractor shall follow the model contemplated Guide to Childcare provided by the Office of Personnel Management (OPM), as well as guides not contemplated by OPM on childcare, to include but shall not be limited to the following: A. The contractor shall provide guidelines on parents moving their children from one childcare provider to another. B. The contractor shall provide guidelines for children using a before school childcare provider, and for children using an after school childcare provider. C. The contractor shall provide guidelines regarding annual re-certifications of income and the resulting changes in the employee?s eligibility and/or payment amount. D. The contractor shall provide guidelines for employees moving from one agency to another, and changing an agency?s program to increase their income cap or change their payment methodology. IV. The contractor shall provide security as a priority, and shall provide back up each day for database and other systems. V. The contractor shall provide protection for sign on passwords, and shall ensure that external access to the files is blocked by a state-of-the-art firewall. VI. The contractor shall ensure that all files are kept in locked cabinets, and shall ensure that all material with identifying information to be destroyed is shredded on site. VII. The contractor shall assist NIH with the design of applications, to insure that all information needed particularly anything unique to the organization is captured. VIII. The contractor shall adjudicate the applications under the guidelines of the program and notify the employee and the childcare provider via an award letter. IX. The contractor shall send out monthly invoices to the childcare provider to be completed and signed by both the parent and the employee. X. The contractor shall send out regular reports to the agency tracking program utilization and expenditure of funds. XI. The contractor shall provide invoices to be sent to the agency with adjustments to actual dollars spent. XII. All equipment, resources and supplies shall be supplied by the contractor. XIII. The period of performance shall begin immediately after award and continue through September 30, 2007. It is the Government?s belief that the above requirements can only be met by the Federal Employees Education and Assistance Fund.. This is not a formal solicitation, however business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of the evaluation results.
