Description
The U.S. Department of State is seeking qualified vendors to fill a position as an Investigative Assistant. This position is located in the Chicago, IL area. This acquisition is set aside for 100% Small Business. All interested vendors must respond to this notice by close of business, December 16, 2005, 4:00pm EST, in order to be considered for the award. Qualifications for the Investigative Assistant position is listed below: INVESTIGATIVE ASSISTANT The contractor will serve as an Investigative Assistant in the Chicago IL area. The incumbent performs a variety of responsible duties in support of Security Officers/Criminal Investigators. The Assistant?s responsibilities involve maintaining the investigative records and files, conducing records checks through various investigative databases, providing general office support, such as receiving telephone calls and visitors, processing mail, and maintaining logs, databases and spreadsheets. MAJOR DUTIES AND RESPONSIBILITIES This position is located in the Chicago Field Office of the Diplomatic Security Service. The contractor will be responsible to the to the Assistant Special Agent in Charge (Field Offices) or Unit Supervisor for the following general duties and responsibilities: (l) Review law enforcement, immigration, vital statistics and medical records to verify claims of subjects of criminal and applicant investigations through city, county, state and federal government offices, public and private institutions, organizations and agencies; (2) Sends out leads to other field offices; (3) Inputs information into databases; proofreads for accuracy and processes records and documents for official signature and transmittal to law enforcement agencies for verification; (4) Distributes verified record checks to the appropriate agent for inclusion in the investigations; (5) Establishes and maintains liaison with representatives of agencies contacted on a regular basis to insure their cooperation during fast-breaking investigations. Based on rapport developed, contacts such agencies in emergencies to gain vital investigative information in an informal manner; (6) Operates various computer retrieval systems on the federal, state, and local levels to provide record processing of all investigative cases assigned to the Field Office; (7) Conducts record checks through the TECS/NCIC/NLETS systems; (8) Processes incoming and outgoing mail, which includes Federal Express, postal service, interoffice mail, etc., as requested; (9) Receives telephonic, written and personal inquiries from the general public and representatives of city, county, state and Federal agencies concerning a wide variety of matters over which the Department may or may not have jurisdiction. Incumbent also resolves many inquiries and complaints independently. Prepares accurate and concise summaries on calls that require referral and conducts additional specialized research on request; (10) Maintains office filing systems for investigative cases on a daily basis. Accurately file all closed investigative reports and other pertinent data/documents received for all investigative cases. Purge files in accordance with prescribed Department regulations; (11) Discharge other clerical, administrative and investigative duties as assigned; (12) Prepares the Monthly Vehicle Report for Headquarters and GSA. Maintains files for these reports. SUPERVISION RECEIVED: The contractor shall work under the guidance and supervision of the Field Office Assistant Special Agent in Charge or the Unit Supervisor. QUALIFICATIONS AND EXPERIENCE: Applicants must possess knowledge of a body of standardized investigative procedures, Department jurisdiction and policies required to perform a range of investigative procedures. Incumbent must demonstrate the ability to apply the basic practices and techniques of criminal and background investigations, and to operate effectively in an office environment: Knowledge of PC?s their operation, and software (Windows, MS Office Suite); Qualified typist (55 wpm accuracy); Good telephone etiquette; Possess at least three years of office experience; High School Diploma; some college is preferable; Experience working with Law Enforcement standards and procedures; Familiarity with law enforcement databases, i.e. NCIC, NLETS, TECS; Highly developed writing and verbal communications skills are required; Ability to communicate with managers within the Bureau of Diplomatic Security and other law enforcement bureaus; Ability to decide what needs to be done based on an assessment of circumstances and priorities of the tasks to be accomplished; Produce and accurate and reliable work product; Demonstrate initiative, resourcefulness, and good judgment; Experience working with daily deadlines and Analytical skills are desired to glean important case information among CFO?s burgeoning caseload. SECURITY CLEARANCE A Top Secret clearance is required. TASK ORDER INFORMATION: Position needs to be filled as soon as possible. This is a full-time position (40 hrs.), 8 hours per day excluding lunch, Monday - Friday. Contract will be issued/renewed in 1-year intervals. DSS reserves the option to have the contractor replaced by the Contracting Company either if the individual?s performance falls below requirements at any time, or if the individual acts in such a manner that would call their integrity into question. PLACE OF PERFORMANCE Place of performance shall be on government site at 77 W. Jackson Blvd, Suite 2121, Chicago, IL 60604 GOVERNMENT FURNISHED EQUIPMENT The government shall provide all equipment, furnishings, telephones, office space, etc. required for the performance of the task. DELIVERABLES The contractor shall provide information/activity reports to the SAC, ASAC or Unit Supervisor as required. NOTE: VENDOR MUST SPECIFY HOW LONG IT WILL TAKE TO IDENTIFY A CANDIDATE, INTERVIEW AND COMPLETE THE HIRING PROCESS.
