- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constititutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes are due by NOON (Eastern Standard Time), THURSDAY, 15 DECEMBER 2005, to the point of contact identified at the end of this notice. This is a REQUEST FOR QUOTES. The solicitation number is FA8601-06-T-0026 and is posted as FULL AND OPEN COMPETITION. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06, 31 October 2005, and class deviation 2005-0001. The associated North American Industry Classification System (NAICS) code is 334519. The proposed purchase is for one Contract Line Item Number (CLIN): 1 each Micromechanical Test Device (minimum requirements are attached) Contract financing is NOT provided for this acquisition. The Government intends to award one firm fixed price (FFP) purchase order resulting from this solicitation to the responsible offeror(s) whose quote is most advantageous to the Government and conforms to the requirements in this solicitation. The Government reserves the right not to make an award at all. Regarding 52.212-2, Evaluation Factors, price is equally as important as technical capability and delivery lead time. By submitting a quote, the offeror acknowledges the following: 1. The requirement that a potential awardee must be registered in the Central Contractor Registration (CCR) prior to award; and, 2. The requirement to electronically invoice using Wide-Area Work Flow (WAWF). A website for training purposes and invoice submission is provided in the potential contract. First-time users (potential awardees) need to register for initial setup of account. Failure to use WAWF will result in rejection of invoice payment. Quotations may be in any format but must include requirements found in the attached Instructions to Offerors, including: proposing company's name, address and phone; point of contact's name, phone, and email; quotation date; quotation number (if one); unit price (each component priced separately); total price; identify any discounts; how long the quote is valid (minimum of 60 days); lead time after receipt of order; shipping terms of FOB destination; and warranty information/cost. Quotations shall be accompanied by a point-by-point comparison to each minimum requirement. The comparison shall be specific. A general overview, general comparison, or statement such as "meets or exceeds minimum requirements" is unacceptable and will not be evaluated for potential acceptance. Quotations shall be accompanied by a completed FAR 52.212-3, Representations and Certifications (May 2004), and adhere to FAR 52.212-1, Instructions to Offerors ? Commercial (Jan 2004), which is attached to this announcement.
