- SOURCES SOUGHT This is Not A Request for Proposals.This synopsis is for information only and is not to be construed as a commitment by the Government.No contract will be awarded as a result of this Sources Sought solicitation.The Contracting Center of Excellence (CCE) is soliciting information from potential qualified small business sources on behalf of the US Army DCS-G (ODCSPER), Pentagon, Washington DC to provide Automated Data Processing Technical Support Services.CCE is seeking capability state ments from Small Businesses only.The NAICS code is 541611 and the size standard is $6 million.Secret Clearance is required.Capability packages shall contain detailed information of all elements in the Performance Work Statements (PWS).Also, capability stat ements should include a detailed description of your experience and that of your potential subcontractors and or teaming partner (if available )as related to the PWS. Your statement should include your companys financial capability.The capability statemen ts will be evaluated to determine if at least two(2)small businesses are capable of performing the require work.Please, respond to the questions of interest listed below.Respondents will not be notified of the results.The anticipated period of performance for this requirement is a base year with four (4) option years. No reimbursement will be made for any cost associated with providing information in response to this solicitation. The Performance Work Statement (PWS) is located on the CCE website at http:// dccw.hqda.pentagon.mil/services click on services, open the RFPS link and select the document entitled Performance Work Statement. Electronic Capability Statement shall be emailed to glynis.guest@hqda.army.mil no later than 14 December 2005 by 4:30pm Eastern Standard Time. The size limitation for electronically submitted Capability Statements is 1MB.Capability packages received after this date and time will not be accepted by the Government. All responses must be submitte d by email to the point of contact identified above; no other method of transmittal will be accepted.The incumbent contract is AT&T Government Solutions, Vienna Virginia. The following questions are to be answered and submitted with your capability package. Questions of Interest 1. Describe your experience and capabilities in building and maintaining large network optimization models designed to provide long-range monthly forecasts of military strengths (by grade, longevity, and gender), losses (by type), and accession and retenti on requirements in satisfaction of force structure demands, and in response to changing personnel policies and evolving retention behavior. 2. Describe your experience and capabilities in forecasting military Individuals Account strengths broken out by subaccount (patients, separates, transients, officer accession students, etc.) by month in response to military policies and strength dynamics, and registering the influence of such personnel on military Operating Strength. 3. Describe your experience in editing, evaluating, managing, and fortifying military personnel data through cross-correlation of data elements from multiple external sources to provide a deep historical basis for multi-dimensional projection. 4. Describe your experience in working with military specialty (skill) data, simulating military skill inventories through time, to include gains, losses, reclassifications, etc., and optimizing these inventories against force structure demands by grade an d longevity (years of service). 5. Describe your experience in integrating multi-tier large scale hierarchical solving models to achieve coordinated solutions at differing levels of aggregation. Typical labor categories and experience are required in this effort. Principal En gineer The Principal Engineer is a senior software engineer whose mandatory skills include the ability to define requirements for a software system, the ability to model requirements; the ability to design, develop, and maintain software systems; the ability to d esign, develop, maintain, and enhance large-scale optimization and simulation models; the ability to develop test plans, test and evaluate software products and models; the ability to coordinate and manage the efforts of the software development and mainte nance team, to include programmers, operations research analysts and data analysts. The Principal Engineer must have demonstrated skills in close contractor/customer interaction. The Principal Engineer must have programming experience including C++ and S QL. One Principal Engineer is a Key Person. The Key Principal Engineer should have at least 8-10 years of experience in military manpower modeling. The Principal Engineer must have a master's degree in computer science, operations research, engineering, software engineering or related field. The Principal Engineer should have at least 6-8 years of relevant experience. Secret Clearance is required. Principal Data Analyst The Principal Data Analyst is a senior analyst whose mandatory skills include the ability to conduct sophisticated data quality analysis; the ability to specify how to integrate data from multiple external data sources; the ability to design, develop, main tain and enhance data processing systems; the ability to coordinate and manage the efforts of the data processing and data management teams. The Principal Data Analyst must conduct sophisticated data analysis to support customer requests about behavior of soldiers. The Principal Data Analyst must be able to analyze changes to external data sources and design changes to existing data processing to accommodate changes to external source data.The Principal Data Analyst should have experience with mainframe DB2 , QMF, SQL, SAS, PL/I, and JCL. One Principal Data Analyst is a Key Person.The Key Principal Data Analyst should have at least 10-15 years of experience with Army Personnel Data and Army Personnel policies and modeling thereof. The Key Principal Data Analyst must be able to support custo mer requests with respect to changing Army policies and the impact on the data and data processing. The Principal Data Analyst must have a master's degree in computer science, operations research, engineering, software engineering or related field. The Principal Data Analyst should have at least 6-8 years of relevant experience. Secret clearance is requi red. Oracle Data Base Manager The Oracle Data Base Manager must perform data base analysis and design to provide for efficient data integration and organization in order to optimize data bases for given applications. They must provide guidance for the incorporation of advanced data ba se management techniques into the programming of developed systems. They must conduct studies, analysis, and designs to meet the requirements of the systems being maintained and enhanced. Individuals must have the capability to supervise complete data ba se testing using prepared and live test data to produce predicted results. Experience with designing, testing, and maintaining data base systems is required. The Oracle Data Base Manager must also be able to maintain and enhance Cognos Impromptu reports and catalogs, Cognos PowerPlay reports and multi-dimensional cubes. The Oracle Data Base Manager is a Key Person. The Oracle Data Base Manager should have a bachelor's degree in computer science or related field and at least 6-8 years of data base management experience in a data environment similar to that of the DCS, G-1 strength management systems. They must be certified as an Oracle Professional Data Base Administrator for Oracle 9i or above. They must be able to write PL/SQL triggers and stored procedures. They must be able to use Oracle Enterprise M anager and automated performance monitoring tools. They must be able to performance tune the Oracle databases, perform table maintenance, research and apply data base upgrades and security patches, and perform data base backup and recovery.Secret Clearanc e is required. DB2 Data Base Manager The DB2 Data Base Manager must perform data base analysis and design to provide for efficient data integration and organization in order to optimize data bases for given application. They must provide guidance for the incorporation of advanced data base ma nagement techniques into the programming of developed systems. They must conduct studies, analysis, and designs to meet the requirements of the systems being maintained and enhanced.Individuals must have the capability to supervise complete data base testi ng using prepared and live test data to produce predicted results.Experience with designing, testing, and maintaining data base systems is required. The DB2 Data Base Manager is a Key Person.The DB2 Data Base Managers should have at least a bachelor's degree in computer science or related field, or demonstrated data base management skills substantially similar to the skills represented by these degrees , and at least 8-10 years of data base management experience with DB2 on an IBM mainframe.They must be able to write SQL and JCL with embedded QMF.They must have experience with PL/I. They must be able to create and maintain partitioned and segmented table s.They must be able to performance tune the database and perform database backup and recovery.The DB2 Data base Manager must have at least 10 years experience with Army Personnel Data. Secret Clearance is required. Operations Research Analyst Operations Research Analysts must be able to perform operations research and applied mathematics for maintenance and design activities, and must be familiar with the mathematical specification of processes automated by the systems being maintained. Their skills must include problem specification; techniques for defining optimization and simulation to take advantage of available programming tools; large-scale linear, network, integer, quadratic, and general mathematical programming formulation and solution. These analysts must be able to interpret model results, and to explain the relationship between model inputs and results.The Operations Research Analysts must have experience in formulating models using the MPL algebraic modeling language.They must also h ave experience with the Cplex Solver. The Operations Research Analysts must have excellent communication skills. They must have excellent analytic skills and be able to use automated tools such as Microsoft Excel and/or Microsoft Access as an interface to Oracle for analytical purposes. They must also have SQL experience. The Operations Research Analysts must have a background in statistics with experience in using time series forecasting techniques. Two (2) Operations Research Analysts will be designated as Key Personnel. Operations Research Analysts must have a master's degree in operations research, applied mathematics, statistics, systems analysis or related field.The Operations Research Analyst s hould have 3-5 years of experience in military manpower modeling. The Operations Research Analyst must have at least 3-5 years of experience in the field of operations research to include experience in large-scale optimization. Secret Clearance is require d. Project Manager The Project Manager (PM) must have a master's degree in computer science, engineering management, software engineering, operations research, business administration, or computer-related technical field from an accredited college or university.The PM should have 5-10 years of experience in the computer industry at the senior level in supervisory positions, including at least three years managing contracts or tasks involving technology similar to the proposed contract. The program manager should have demonst rated skills in close contractor/customer interaction during software design, development, enhancement and maintenance. Project management mandatory skills are:the ability to define management objectives and priorities; the ability to identify, and subsequently mitigate and/or control, risks associated with the software processes; the ability to plan, monitor, and control p roject tasks; the ability to understand the computing systems, technical standards, and functions required by this SOW; the ability to define work packages and work schedules; the ability to define staffing plans; and the ability to manage project budgets. The project manager will perform management and oversight to ensure successful program performance. The PM is responsible for formulating and enforcing work standards, assigning schedules, supervising personnel, and establishing and conducting joint techni cal and management reviews. The PM is responsible for overall contract performance. Secret Clearance is required. Senior Applications Developer The Senior Applications Developer must design, program, maintain, enhance and tune software applications programs to include report generation and data base interfaces. Individuals must have the capability to perform testing using prepared and live data to produce predicted results. Individuals must have experience in the development of technical documentation.These persons must be skilled in the use of operating system tools, compilers, and language support software. The Senior Applications Developer must have experience with C++, SQL, Oracles OCI library and Microsoft compilers for Visual C++.They must be able to work in environments used by DCS, G-1 strength management systems. The Senior Applications Developer may have 8-10 years or more experience in software development and may have a bachelors degree in computer science, a related degree, or equivalent experience. Web Developer The Web Developer must design, program, maintain, enhance and tune web-based graphical user interfaces including GUIs that interface with the Oracle database. Individuals must have the capability to perform testing using prepared and live data to produce predicted results.They should have experience developing HTML pages, and Java servlets that interface with Oracle via JDBC.They must also be familiar with Internet Information Server (IIS) and MacroMedias Jrun Server.They must be able to work in environme nts similar to those used by DCS, G-1 strength management systems. The Web Developer must have five or more years of experience in development of web-based GUIs.They should have a bachelors degree in computer science, a related degree, or equivalent experience. Mainframe Applications Developer The Mainframe Applications Developer must design, program, maintain, enhance and tune mainframe software applications to include data processing applications. Individuals must have the capability to perform testing using prepared and live data to produce predicted results.Individuals must have experience in the development of technical documentation.These persons must be skilled in the use of operating system tools, compilers, and language support software.The Mainframe Applications Developer must have exp erience with PL/I, SAS, JCL, and REXX. They must be able to work on an IBM mainframe. The Mainframe Applications Developer should have 8-10 years or more experience in software development and should have a bachelors degree in computer science or related field. Secret Clearance is required. Configuration Manager Configuration Management (CM) mandatory skills are: ability to manage and track versions of software, media, software development and test artifacts, and software development environments; the ability to identify required coordination between configuration management activities and other project activities; the ability to identify tools and human and physical resources required to execute the conf iguration management plan; the ability to participate in configuration control board support activities; and the ability to maintain the configuration management plan. The Configuration Manager may have a bachelor's degree in computer science or relevant experience, and 2-3 years of software configuration management experience as a developer using CM tools or as a Configuration Manager. Internetworking and Telecommunications Engineer Persons responsible for internetworking and telecommunications must have expertise in TCP/IP and SNA protocols.These persons must be able to produce network layout designs, to include hardware specifications, to meet redesign and sustainment objectives.The se persons must be skilled in client-server operating systems, especially those defined in the current Windows environment. The ability to manage network security and network performance are also required skills. They must also be familiar with deploying C OTS and custom-built software applications. Internetworking and Telecommunications Engineers may have bachelor's degrees in computer engineering, computer science, electrical engineering, or equivalent experience.
