- This Request for Proposal (RFP) was originally synopsized on 08 November 2005 as Solicitation Number W911W4-06-R-0005. Review and evaluation of capability statements received in response to the Sources Sought Notice determined that the proposed Req uest for Proposal (RFP) would be issued on a Full and Open Competition basis. The Government intends to solicit and award an Indefinite Delivery Indefinite Quantity contract for contractor support at the U.S. Army Intelligence and Security Command (INSCOM) Information Dominance Center Joint Intelligence (IDC-JI). The expected period of performance will be for a Base Period of 12-months with four (4) 12-month Option Years. The purpose of this work is to provide instruction, instructional assistance and s upport for intelligence analysts in the INSCOM, G3, IDC instruction, and associated nodes throughout INSCOM area of operations, including specialized nodes, and to support the transition of training and familiarization of all associated applications and fu nctions to include transition of training support to institutional training systems. The contractor shall provide Mobile Training Teams (MTT) to conduct training at locations specified by the Government including overseas locations and combat zones. The instructional staff must be in place within 30 days of contract award. The contractor shall have (1) Experience with military intelligence analysis at the tactical, theater, or national levels. (2) Knowledge of the analytical tools identified in Appendix B attached (3) Experience in conducting platform instruction and/or On-the-Job Training instruction for applications similar to those identified in Appendix B. (4) Security Clearance Requirements: All personnel assigned to the contract shall have an acti ve Top Secret, with SCI and the Contractor shall have a Top Secret facility clearance. The RFP will be issued on or around 30 December 2005 and will be made available to all interested parties at the following Internet address: http://www/contracting/INSCOM_solicitations.asp. The anticipated date for submission of proposals is 30 January 2 005 or 30 days from the date the RFP is posted.
