- Request for Proposal Pointe du Hoc Stabilization Study, Normandy France Project Information This is a Request for Proposal issued by the American Battle Monuments Commission (ABMC.) Firms are invited to submit proposals for the Pointe du Hoc Stabilization Study, Normandy France. The Pointe du Hoc area contains many significant structures that are important to the history of WWII. The entire area sits on top of a 100 ft cliff that overlooks the English Channel. The cliff is not stable and has eroded significantly since the end of the war. Because of the stability problem, the public is no longer allowed access to the bunker or to the historic monument that sits on top. A study is needed to determine the stability of the area and to identify the rate of deterioration with the final goal of determining if any remediation is possible. The study should include mapping of the area so that historically significant information is not lost if the area stabilization is not possible resulting in eventual loss of the bunker and its memorial due to erosion. Scope of Work: 1. Conduct a study of the Pointe du Hoc area in the vicinity of the observation bunker and the monument. The study should look at the types of natural forces that are causing the deterioration of the area including, but not limited to, rain run off, wind erosion, settling, and wave action at the base of the cliff. The study should identify the rate of deterioration and suggested means of long term stabilization including estimated cost of such a project. Contractor to provide a preliminary assessment by end of Sept. 2006. Final report date with any suggested remedial action to be provided by the contractor. 2. Map the Pointe du Hoc area to identify historically significant details for posterity. This mapping will be important if the area is allowed to deteriorate to a pointe that collapse into the sea occurs. Contractor to provide a proposed schedule. 3. The Contractor shall develop a general outline for each study. Each outline shall be accompanied by a schedule designed to meet the ABMC deadline for all completed products. 4. The Contractor shall obtain all approvals and permits required for the studies from the French Government. Note: The study should take into account the host nation and veteran?s group sensitivities. Any remedial action, if possible, would have to be approved by the French government. Any potential invasive testing (bore hole sampling etc) must be approved by the French government and must take care not to destroy any buried artifacts or architecture. Any remedial action should try to maintain the natural look and feel of the area as much as possible. Proposal response Date Proposal is due by close of business Jan. 13, 2006. For each project, include the names, addresses and current telephone numbers of the Owners, Clients and References; the specific role of your firm on each project; and the key individuals involved in each project. RFP Response Evaluation RFP responses will be evaluated using the following criteria: Past Experience Cost Time to completion These are minimum criteria and may not be all-inclusive. While cost will be a consideration, ABMC intends to enter into negotiations and award a contract to the firm that demonstrates the best capability of completing the full scope of the project. A firm may bid any portion of this project but ABMC reserves the right to consider who can provide the best complete services. Firms bidding on selected portions of this project should clearly state that in the RFP including what parts that they are bidding on. RFP Caveats All costs of any kind associated with preparing and responding to this RFP are the responsibility of the responding firm. ABMC (or the designated representative) reserves the right to contact any person identified as a client point of contact, or other parties for projects listed in any RFP response.
