Description
The Transportation Security Administration (TSA) has a requirement for wireless cellular communications services and equipment that will be set aside for competition among several capable Small Businesses. This requirement is to provide a full, managed services solution that will provide offerings focused on both standard and alternative user requirements. All solutions proposed must be capable of multiple carrier service provisioning and uninterrupted nationwide coverage, coverage in United States held territories, and international coverage for employees stationed abroad and those who travel from their home station to other TSA locations. In addition, the government would like the flexibility to have both a lease and purchase option for devices as well as different plans offering the most cost effective solution. Rate buckets or regional bands based on actual minutes used contract-wide, pooled minute plans, pay as you go, and other flexible minute plans will be a must. Services will include but are not limited to lifecycle management, provisioning and procurement, administration of user requests, asset management, program management, and billing reconciliation. TSA?s current cellular deployment is approximately nine thousand plus (9000+) cellular handsets (secure/unsecured), five hundred and fifty (550) Blackberries, twenty (20) PDAs, twenty (20) Satellite phones, and 30 wireless air cards. Teaming is encouraged and the vendor must hold a GSA Schedule 70 contract. Three page capability statements outlining the vendor?s qualifications and experience with this type of requirement may be sent to the Contracting Officer, Megan Dake, at megan.dake@dhs.gov, no later then Thursday, 12/15/05 at 12:00 PM EST.
