- ?.## Faith-based and Community-based Organizations Faith-Based and Community-Based organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible. "The solicitation will be available on or after January 13, 2006, and will be distributed solely through the General Service's Administration Federal Business Opportunities web site http://www.fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition." A. Subject: This non-personal service contract is for the provision of a Imam for the inmate population incarcerated at the Federal Prison Camp, Maxwell AFB. The contractor shall provide Imam services and at times other rituals and pastoral counseling, as needed, for the inmates at FPC Maxwell. The contractor must have the ability to be open to ministry in an environment with individuals and or groups of diverse religious backgrounds. (Ecumenical Services may be held several times a year.) B. Place of Performance: Chapel Services/Common Ground or other designated area at Federal Prison Camp, Montgomery, AL. The contractor will sign the consultant log indicating the date and time of arrival and departure from the institution. C. Schedule: The schedule will consist of approximately one session per week (session = 1 ? hours). The contractor will be available for one religious service on Friday (during Jumah) or on another day for Taleem. Other sessions will coincide with other holy days or special needs. The above schedule is subject to some variation as the needs of the institution vary. Any change in schedule or adjustments in sessions will require prior approval by the COTR and mutual agreement by the contractor. Payment for services will be based on scheduled sessions of work according to the contract. A schedule that is mutually acceptable to the government and contractor can be determined after award of the contract. D. Supplies: All supplies that the contractor may need will be provided by the Chapel Services at the prison. Any supplies and equipment utilized by the contractor will be accountable and no supplies or equipment may be removed from the institution. All supplies or materials needed for the Muslim services must be requested from the Contracting Officer?s Technical Representative (COTR). E. Scope of Service: The contractor shall be responsible for conducting rituals, providing education and spiritual guidance for inmates who adhere to or seek Imam Services at FPC Montgomery, Maxwell AFB. F. Management: The contract has a firm-fixed price in accordance with Federal Acquisition Regulation. The contractor will provide a monthly billing statement to the Supervisory Chaplain that accurately reflects the days of each visit, the number of sessions for each visit and the total dollar amount due for that month?s service. The services provided, being non-personal in nature, will be provided in the method as considered normal in the local community. G. Institution Security: The contractor will be cleared for work by the standard Bureau of Prisons policy. The contractor agrees to adhere to all regulations prescribed by the institution for safety, custody, and conduct of inmates. The contractor shall attend an orientation program which must be completed prior to assuming institution involvement, unless temporary approval is granted by the Warden pending class scheduling. The contractor will be reimbursed, on a pro-rated basis, for time spent in the institution orientation or other specific security related training. The contractor will conduct himself in an appropriate manner at all times and report immediately (before departing the institution) any infraction of rules and regulations by inmates to the Religious Services staff. H. Anticipated Period of Performance: The resulting contract will commerce with the award of contract 12 months from date of award. The beginning date of service is contingent on the availability of funds. Should funds not be immediately available, contract award for the entire fiscal year (date of contract award thru Sept. 30) will be postponed until such times as funds become available. I. Special Qualifications Requirements: 1. The contractor must be recognized as an Imam and be able to provide documentation indicating good standing with his masjid. 2. The contractor must have a Bachelor Degree, a Master?s Degree in Theology, or a equivalent degree, or have completed all course work of the mentioned Master?s degree. 3. The contractor must have a minimum of two years of pastoral experience. 4. Previous experience in some form of chaplaincy is recommended. 5. It is preferred that the contractor have a minimum of six months clinical training or its equivalent. 6. It preferred that the contractor speak both English and Arabic. 7. Pastoral experience in a correctional setting is preferred, but not required. 8. The contractor must complete the application forms. J. Records Required: Any applicant records maintained by the contractor will remain the property of FPC Maxwell. The performance of these services will also be verified by the designated Contract Monitor. K. Applicable Federal , State and Local Regulations The contractor agrees to adhere to all applicable federal, state, and local laws and regulations as prescribed for the area of expertise. The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. The prospective contractor shall attend an orientation program prior to assuming duties at the institution. Reimbursement to the contractor for all time spent in the institution orientation or other specific security related training will be allowed at a prorated session rate. L. Inmate Management: The contract will require frequent unsupervised contact with inmates. The contractor will not be responsible for the management of inmates involved in activities within the contractor?s scope of work. M. Payment Terms The contractor will provide a monthly billing statement to the Supervisory Chaplain that accurately reflects the time of each visit, number of hours or number of sessions of each visit and the total dollar due for the month?s services. Payment terms are specified in FAR 32.905, Payment documentation and process. The due date for making an invoice payment by the designated billing office shall be 30 days after the designated billing office has received a proper invoice, or the government accepts the services performed by the contractor. N. Institution Security The contractor will be cleared for work by the standard Bureau of Prisons policy. The contractor agrees to adhere to all regulations prescribed by the institution for safety, custody, and conduct of inmates. The contractor shall attend an orientation program which must be completed prior to assuming institution involvement, unless temporary approval is granted by the Warden pending class scheduling. The contractor will be reimbursed for time spend in institution orientation or other specific security related training. O. Security Requirements: In accordance with the Bureau of Prisons Program Statement 3000.1, Contract Security, security clearances must be accomplished before the contractor is allowed in the institution, to include verification of credentials and law enforcement checks. Due to the nature of the correctional setting, delays in performance of work may be expected such as inclement weather, electrical or mechanical problems, or other security matters. The following investigative procedures will be accomplished and appropriate forms completed before an individual is permitted inside the institution: National Crime Information Center (NCIC) Check Name Check FD-258, Fingerprint Check Law Enforcement Agency Check Vouchering of Employers over past five years Release of Information Urinalysis (for the detention of illegal drugs) National Agency Check with Inquiry (clearance by the Regional Office for a case number) ANY CONTRACTOR OR EMPLOYEE OF A CONTRACTOR THAT DOES NOT RECEIVE A SATISFACTORY REPORT SHALL NOT BE PERMITTED ON GOVERNMENT PROPERTY TO RENDER SERVICES.
