Description
On or about 4 January 2005, this office will issue Request for Proposals for construction of the LEADERSHIP DEVELOPMENT FACILITY, CRWU 06-3003, BUCKLEY AFB, COLORADO. The solicitation will close on or about 8 February 2005. This solicitation is REST RICTED to SERVICE DISABLED VETERANS-OWNED SMALL BUSINESSES. A site visit is scheduled for 24 January 2005 at the proposed Construction Site at 1:30 p.m. MST. All Contractors must contact the Corps of Engineers Buckley Resident Office no later than 19 Jan uary 2005 so that arrangements can be made with the Security Police to allow entry of the Contractors onto the Base. The Points of Contact at the Resident Office are Lavon Busby or Jennifer McQueen, telephone (303) 367-0316 or (303) 367-0335. The fax num ber at the Resident Office is (303) 367-0357. Contractors must provide a fax to the Resident Office with the following information to the Resident Office for all visitors attending: 1) Name of Contractor or Firm Represented, 2) Visitor Name, 3) Visitor So cial Security Number, 4) Visitor Date of Birth and Place of Birth, 5) Visitor Drivers License Number 6) Visitor Proof of Citizenship. Provide a phone number on each fax so that information, which may be illegible or requires additional clarification, can be verified, if necessary. NOTE: THIS INFORMATION MAY NOT BE TRANSMITTED VERBALLY - ONLY A FAX CONTAINING THE INFORMATION IS ACCEPTABLE. The information will be furnished to the Security Police at Buckleys Sixth Avenue Base Gate, which is the north gat e of Buckley AFB - it is located at 6th Avenue and Aspen Drive. On the day of the Site Visit, Contractors should enter the base at the Sixth Avenue Gate. Note that Sheet C1.00 shows access via the Mississippi Gate  that is correct for construction opera tions after award. For the site visit, however, the contractors should use the Sixth Avenue Gate and stop at the Pass & ID Building just inside the gate to obtain a Vehicle Pass. A valid drivers license, current vehicle registration, and proof of insura nce will be required for the vehicle pass. Note that the check-in procedure and issuance of a vehicle pass normally takes approximately 60 minutes for the number of people anticipated. Once a vehicle pass is issued, Contractors should proceed to the pro ject site. See Sheet C1.00 of the solicitation for a map. A Representative of the Corps of Engineers will meet the contractors to show them the site and the pertinent features. Contractors should park in the Wing Headquarters south parking lot located j ust north of the project site. The site visit will begin promptly at 1:30. Because of Security issues and badge requirements, please plan to arrive early. Questions regarding the site visit should be directed to the Resident Office at the number listed ab ove with a copy of the questions provided to U.S. Army Engineer District, Omaha, Contracting Division, CENWO-CT-M (Sharon Spohn), 106 S 15th Street, Omaha NE 68102-1618. Access to Buckley AFB will be denied to anyone failing to comply with the requirement s stated above. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. Project Information in Approximate quantities: This is a Fully-Designed Project. The work consists of design and constr uction of a new 17,600 SF, one story Leadership Development Facility for Buckley AFB in Colorado. The building will provide a large conference area, video teleconferencing room, kitchen, office area, large foyer, restrooms, mechanical, electrical, and com ms rooms, as well as smaller, ancillary rooms. The building footings are drilled piers and grade beams. The building is steel framed, with CMU veneer and stucco exterior wall systems with metal studs. The roof is standing seam. Floor slabs are structur al over a crawl space. Mechanical work includes a high-efficiency condensing-type boiler, double wall modular air-handling units, a VAV air handling system, an d wet-pipe sprinkler system. Electrical work includes step down transformers, fluorescent lamping, communication backbone, addressable fire alarm system, and pre-wiring of CCTV, CATV, voice/data, and intercom systems. Exterior site work includes site gra ding/removal, storm drainage/erosion control, access drives, concrete walks, asphalt parking, site lighting, utilities, and landscaping. The sitework includes an asphalt parking lot, asphalt and concrete service drives and parking lots, large patio area, l andscaping, and screen walls. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation fa ctors. The technical evaluations factors include: Construction Experience; Past Performance, Construction; Qualifications of Construction Personnel/Mechanical & Electrical Sub-Contractors; and Schedule. Price will be subjectively evaluated considering Be st Value and Realism. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. The awarded Contractor will be required to commence work within 10 days afte r notice to proceed and complete the work within the time proposed by him after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work within the time proposed in the Contractors proposal. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The RFP (plans and specifications) is available on CD-ROM Compact D isk and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. The RFP will not be provided in a printed hard copy format.
