Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-06-T-0038 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an Total Small Business Set-A-Side basis (see Numbered Note 1), NAICS Code 611430 STATEMENT OF WORK: RESOURCE CONSERVATION AND RECOVERY ACT (RCRA) SEMINAR 1. PROJECT INDENTIFICATION: A. LOCATION: JACKSONVILLE FLORIDA B. DESCRIPTION OF PROJECT: The purpose of this project is to provide the U.S. Navy Commander Navy Region South East (CNRSE) with approximately four consecutive days of RCRA training for up to 75 persons. The Contractor shall furnish all labor and materials (excluding accommodations) to provide training as described in this statement of work. C. CNRSE PROVIDED EQUIPMENT: All equipment shall be furnished by the Contractor, with the exception of the following: one (1) overhead projector, two (2) screens, and one (1) wireless lavaliere microphone. These items will be provided by CNRSE. D. ACCOMMODATIONS: CNRSE shall be responsible for providing accommodations for this training event. E. SHIPMENT OF COURSE MATERIALS: Course materials shall be shipped out to CNRSE two weeks in advance of the scheduled seminar. CNRSE shall provide the contractor with an approximate head count 30 days prior to the seminar for printing of the course material and a list of names of all attendees (for certificated issuance at the end of the seminar). CNRSE shall also provide the contractor a shipping address for the shipment of course materials at least two weeks prior to the scheduled seminar date. F. TIMES AND DATES: This seminar should be approximately four consecutive days and begin on a Monday. The seminar should begin at 0800 and should end at 1700 each day. Lunch should be approximately one hour and should begin and end between the hours of 1100 and 1300. This seminar shall take place prior to September 30, 2006 2. SEMINAR SPECIFICS: A. The schedule should all for 1.5 ? 2 hours for Navy personnel to discuss Navy issues such as SWMUs, ordinance, munitions, small arms ranges, etc. at the end of the fourth or final day. B. The case studies should be geared towards Navy issues. C. Training Schedule: DAY 1: This discussion should illustrate how to identify a hazardous waste and how to determine how they are regulated. This should be a comprehensive introduction to RCRA concepts. The seminar should provide a structural approach for identifying hazardous wastes and avoiding costly mistakes. Topics to include: 1. Background of the RCRA program 2. Important definitions 3. Discarded materials 4. Identification of solid and hazardous wastes 5. Characteristic hazardous wastes 6. Listed wastes 7. Spent solvent issues 8. Mixture and derived-from rules 9. Commercial chemical products (P- and U- wastes) 10. Case study DAY 2: This discussion should include many of the key issues affecting hazardous waste generators. This discussion should also explore important exemptions and exclusions that may help reduce the cost and complexity of RCRA compliance. This guidance should be based on correspondence and compliance documents from EPA?s Office of Solid Waste. This program should concentrate on: 1. Regulatory exclusions and exemptions 2. Waste counting rules for determining generator classification (large quantity, small quantity, or conditionally exempt) 3. 90-day and 180-day accumulation rules 4. Satellite accumulation issues 5. Container management/empty containers 6. Manifesting 7. Problem wastes (aerosol cans, electronic devices, and rags) 8. The universal waste requirements 9. RCRA information sources 10. Enforcement ? most common violations 11. Case study DAY 3: This discussion should address some of the more complicated aspects of the RCRA regulations. In order to better explain these complex regulations, the instructors should use key EPA interpretative documents as guidance and numerous examples for clarification. Modules should be presented on: 1. The contained-in policy 2. Treating hazardous wastes without a permit 3. Recycling and recovery activities 4. Corrective action and remediation waste management 5. Closure of hazardous waste management units 6. Spill reporting and cleanup 7. Common pitfalls associated with hazardous waste tanks, surface impoundments, and waste piles 8. Case study DAY 4: This should be a continuation of discussion of RCRA?s more complicated aspects, including the air emission standards for hazardous waste management units. It should also provide a detailed introduction to the land disposal restrictions (LDR). This discussion should also illustrate step-by-step procedures for determining the LDR requirements applicable to various types of wastes. The following topics should be addressed: 1. Air emission standards for hazardous waste tanks, containers, and equipment (Subparts AA, BB, and CC) 2. Sampling and waste characterization 3. Overview of the land disposal restrictions 4. Universal treatment standards and underlying hazardous constituents 5. Treatment standards for characteristic wastes 6. Special rules for wastes managed in Clean Water Act systems 7. LDR paperwork ? notifications and certifications 8. Point of generation issues 9. Case study 3. CONTRACTOR PROVIDE MATERIALS: Materials should include extensive course notes and the current editions of RCRA Reference, RCRA Unraveled, and RCRA Assistant. Certificates shall be provided for each individual attendee at the end of class (utilizing the list provided).
