Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number RFQ-06-107 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The NAICS Code for this solicitation is 561720 and the size standard is $14,000,000. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. The Bureau of the Public Debt intends to acquire annual interior window washing and blind cleaning services in accordance with the statement of work. The term of this contract shall be a base year and four (4) one-year option periods. Option periods may be exercised by the Government upon issuance of a unilateral modification to this order. A site visit will be offered on Friday, December 16, 2005 at 10:30 a.m., meeting in the main entrance at Bureau of the Public Debt, 200 Third Street, Parkersburg, WV 26101. In accordance with Clause 52.237-1, Site Visit: Offeror or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. OPTION PERIOD 4 Months 49-60 5.1 INTERIOR WINDOW WASHING & BLIND CLEANING (ANNUALLY) QUANTITY: 1 JOB UNIT PRICE: TOTAL AMOUNT: CONTRACT DOCUMENTS, EXHIBITS AND ATTACHMENTS STATEMENT OF WORK WINDOW WASHING AND BLIND CLEANING SCOPE OF WORK The Bureau of the Public Debt requires the services of a Contractor to furnish all labor, materials, equipment, and supervision to safely and thoroughly perform the services of cleaning seven hundred 700 venetian blinds. The Contractor shall also wash twenty-two thousand two hundred twenty-four (22,360) square feet (1984.41 square meters) of film tinted interior windows. WORK LOCATION All work shall be performed at the Bureau of the Public Debt Building, 200 Third Street, Parkersburg, WV on floors Ground through Five. The Contracting Officer?s Technical Representative (COTR) shall be consulted SPECIFIC TASKS 1. Task Description/Specifications Task 1.1. The Contractor shall perform conventional cleaning of twenty-six (26) venetian blinds. The windows size is approximately four (4) feet wide by eight (8) feet long which equal?s thirty two (32) square feet of blind cleaning per window and the square foot grand total for all windows is eight hundred and thirty two (832) square feet (77.30 square meters) of window blind cleaning. The windows for this task are located on Ground floor in the Cafeteria and Maintenance storage room. Task 1.2. The Contractor shall perform conventional cleaning of five hundred and sixty (560) venetian blinds. The window size is approximately six (6) feet wide by six (6) feet long which equal?s thirty-six (36) square feet of blind cleaning per window and the approximate grand total for all windows is 20,160 square feet (1872.93 square meters). The windows for this task are located on Second, Third, Fourth and Fifth floors. Task 1.3. The Contractor shall perform conventional cleaning of one hundred and fourteen (114) venetian blinds. The window size is approximately two (2) feet wide by six (6) feet long which equal?s twelve (12) square feet of cleaning per window and the grand total for this task is three hundred and sixty eight (1,368) square feet (127.09 square meters) wide. The windows for this task are located on First floor and the Legal area of the Ground floor. Task 1.4. The Contractor shall wash the interior of the applicable windows. The window washing area consists of approximately 22,360 square feet (1984.41 square meters) of glass. 2. WORKMANSHIP 2.1. Hours of Performance The tasks described in Section II B shall be performed during the hours of (6:00 P.M. to 12:00 A.M.) Monday through Friday and during the weekend hours (6:00 A.M. to 12:00 A.M.) Saturday and Sunday. The Contractor will be given 30 days, which includes all holidays, to satisfactorily complete the requirements contained in this contract. The COTR shall be consulted as to the manner, scheduling, and starting of the work, so as to cause a minimum of interference. The work shall be carried on in such a manner that there will be no interruption to, or interference with the proper execution of Government business. 2.2. Conventional Cleaning 2.2.1. The blinds shall be cleaned in such a manner as to remove all dirt, dust and other foreign matter, including streaks, using tools and equipment common to the trade. 2.2.2. Care shall be taken to ensure that all latches are in place to prevent accidental dislodgment of the blinds from their brackets. 2.2.3. The Contractor shall take extreme care when removing the blinds to ensure the window film is not scratched. 2.2.4. The Contractor shall wash the windows using common cleaning solutions and supplies that do not contain abrasive materials. The Contractor shall use a squeegee for drying windows. The Contractor shall change water often as needed to prevent ?grit scratching". The Contractor shall take extreme care when removing the blinds to ensure blinds are not damaged and to insure the window film is not scratched. 2.3. Tools and Procedures 2.3.1.The Contractor shall use appropriate tools and equipment to protect personnel, building and equipment from injury and damage due to work performed under this contract. 2.3.2.The Contractor shall take all necessary and reasonable precautions to prevent injury to his employees and the public and building occupants, and to prevent damage to all property. For the purpose of this contract, the public and buildings shall include all persons not employed by the Contractor or Subcontractor working under the Contractor?s direction. 3. SUPPLIES, MATERIAL, AND EQUIPMENT The Contractor shall furnish all supplies, materials and equipment necessary for the performance of the work of this contract. As a minimum, these supplies and material shall conform to applicable Federal Specifications. Equipment shall be of the commercial size and type customarily used in work of this type. Accessibility to water supply and electrical power will be furnished by the Government at existing deep/utility sinks with hose bibs that are centrally located in the core of the building and at power outlets for the Contractor?s use. 4. SUPERVISION AND INSPECTION The Contractor shall furnish proper supervision on the job. Upon completion of work each day, the Contractor's supervisor shall provide the COTR a progress report indicating the exact location and number of blinds and windows cleaned that day. The COTR shall inspect all work performed. Unsatisfactory cleaning shall be promptly corrected and made acceptable to the Government at no additional cost. 5. CONTRACTOR RESPONSIBILITY AND LIABILITY The Contractor shall assume full responsibility and liability for compliance with all applicable regulations regarding the health and safety of personnel during the execution of work. The Contractor shall hold the Government harmless for any action of the Contractor or the Contractor's employees or Subcontractors which result in illness, injury, or death. The Contractor shall be fully liable for repair, replacement and correction of any damages to the building, its contents, or surroundings, which is caused by the Contractor's employees or Subcontractors performing work under this contract. The Contractor can not store their equipment on site. 6. SAFETY Storing, positioning, or using equipment, tools, and materials in a manner likely to present a hazard to the public or building occupant is prohibited. No stairway, door, or exit shall be obstructed or used in such a manner as to encroach upon routes of ingress or egress used by the public or building occupants, or to present unsafe or unhealthy conditions to the Contractor's employees, the public, or building occupants. 7. QUALIFICATIONS OF CONTRACTOR The Contractor shall provide to the Contracting Officer evidence of his/her qualifications, experience, and insurance.
