Description
ARC is requesting testing services and data reports to support NASA's Crew Exploration Vehicle (CEV) Aerosciences Project. These tests are required to provide real gas heat transfer and aerodynamic data for the CEV flight aerodynamic and aerothermodynamic database. The data will also be used to validate the CFD codes used to generate the flight databases. The services requested are: 1) Perform at least 50 tests on a scale model of at least 6" in diameter in a high enthalpy (between 10 and 20 MJ/kg) flow field with a range of reservoir pressures between 20 and 70 MPa. Vendor is required to build a model. The model will be of blunt-body geometry similar to the Apollo capsule. The model must be a minimum 6 inches in diameter. The exact geometry for the model will be provided to the vendor by the Government after award is made; 2) Provide heat transfer data with uncertainty estimates for the range of enthalpies and Reynolds numbers above at a minimum of 50 locations on the model; 3) Provide aerodynamic force and moment measurements for the range of enthalpies and Reynolds numbers above; 4) Provide expert analysis assessing turbulent transition; 5) Include error bars and uncertainty estimates in the reports; and 6) Provide access to the facility, and insight into data collection procedures and data reduction processes during testing, including access to all raw data traces. Delivery to NASA ARC is required as follows: 1) A preliminary data report no later than February 15, 2006 that includes heat transfer and aerodynamic force data with error bars and facility operating conditions for all shots completed to that date. 2) A draft of the final test report no later than July 15, 2006 that includes the results and analysis as completed of the heat transfer and aerodynamic force data with error bars, flow field images, assessment of turbulent transition, and facility operating conditions. 3) A final test report no later than December 15, 2006 that includes the complete set heat transfer and aerodynamic force data with error bars, flow field images, assessment of turbulent transition, and facility operating conditions. Additionally, close coordination with ARC is necessary as the data provided by the vendor must be analyzed and integrated into the CEV flight aerodynamic and aerothermodynamic databases. The vendor must be able to accomodate ARC's requirement to allow the Government to witness the testing, as needed. NASA/ARC intends to purchase the testing and analysis services from the California Institute of Technology. Caltech?s T5 shock tunnel facility and testing and analysis team has the capability to meet all of the test requirements. The research team, under Professor Hans Hornung, has a great deal of experience in the field of hypersonics and high enthalpy test facilities. Caltech's T5 shock tunnel has produced high quality heat transfer data for a range of DoD, NASA, and industrial customers for over 15 years. The authority for other than full and open competion is 10 U.S.C. 2304(a)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements". Based on NASA's market survey, Caltech is the only source capable of fufilling the requirements, given the schedule constraints and the need for close coordination with ARC. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 12:00 noon PST on or before December 23, 2005. Such capabilities and/or qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed.
