- This sources sought is a request for information prior to drafting and releasing any resultant solicitation.The information contained in this sources sought notification is based on the best and most current information available to date is subject to change and is not binding on the Government.Any significant changes will be provided in a subsequent synopsis if required.The Defense Security Cooperation Agency DSCA is seeking potential sources capable of securing qualified support to develop review and analyze and improve quantitatively rigorous metric based assessments and self assessments of the execution of security cooperation programs by various Department of Defense and possibly interagency organizations.The purpose of the assessment is to provide authoritative information and analyses either written or oral which identifies and interprets the effectiveness and or efficiency of security cooperation programs on national strategic objectives and describes and compares options to make programs more effective efficient. Senior leaders of the Department of Defense will use these assessments and related analysis to make programmatic and resource decisions concerning security cooperation programs throughout the department and its support of interagency efforts in support of strategic level national security objectives.The assessments Program Development and Execution Support mission will initially focus on three main areas 1.Department of Defense Security Cooperation Guidance SCG 2.DSCAs support to the Department of Defense in the Global War on Terrorism GWOT and 3.The Regional Centers for Strategic Studies.Other assessments may be assigned to DSCA as they are identified.Tasks may include refinement if necessary of the current metrics based assessment methodology research and assistance in the development of assessment reports and assisting in the preparation of briefing materials such as assessment briefings for senior leaders of the DoD and Director level tailored briefings for other selected audiences and support other assessment Program Development and Execution Support related requirements as assigned by the Task Manager.If you are interested in competing for this requirement please indicate your interest by sending an email no later than 9:00 A.M. In addition to assist in the acquisition strategy development please respond to the following questions: 1 Is your business a large business or small business Small Disadvantaged Woman-Owned Service Disabled Veteran Owned etc. For the purpose of determining your business size the North American Industry Classification System NAICS 541611 with a size standard of $6.0M with average annual receipts over the past three years will be utilized for this acquisition. 2 Provide a list of customers Government non-Government within the past 5 years highlighting similar work performed. Include contract numbers contract type dollar value of each procurement and point of contact,addresses, and phone numbers and brief description of the work performed. 3 Provide information relative to past performance that demonstrates the ability to provide ALL capabilities noted above.ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA EMAIL.Telephone request and or request for solicitations will not be accepted or returned.Submit responses no later than December 19 2005 at 0900 EST. Your response is limited to 30 pages. NO SOLICITATION EXISTS AT THIS TIME. The government reserves the right to conduct oral capabilities demonstrations that will be scheduled at a later date. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. Any offerors that dialog with the Program Office will not be permitted to participate in this solicitation process.
