Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please refer to Request for Quote Number: W91GFB-06-Q-2024. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-04. The requirement is an open market solicitation for SIC Code: 3086; NAICS Code: 326150; Size Standard: 500. Closing date is 19 DEC 2005 at 12:01 am (0001 hours) Eastern Standard Time. Product requested is as follows in one (1) CLIN 1: QTY 20. Caucasian flesh toned, adult male mannequin with brown hair, with either blue or brown eyes, and full facial and body features that are well defined and realistic looking (face, head, shoulders, arms, torso, buttocks, legs, and feet). These mannequins must be made of soft foam, fit a clothing size of 8-10 and be approximately 68” tall. Additionally, the mannequins shall have a mechanism that allows them to stand up in the normal human standing position and allow them to be fitted with shoes or boots (one brand uses a calf bracket for standing the mannequin up into an erect and up-right position) on both of the mannequin’s feet. Shoulder, elbow, hip, waist, knee and ankle joints shall allow repositioning, into realistic/normal human positions, without tools. Mannequins shall allow for disassembly in 5 minutes or less without tools. Possibly have detachable arms for easy dressing and storing and take no more than one average male to carry. Please submit good quality pictures of the mannequins, both clothed and unclothed, to show that they meet all the technical specifications as described above. These photos should also show the standing/bracket mechanism. The features that cannot be portrayed or otherwise certified in a photo should be certified in writing. Pricing should include a complete mannequin, bases, other required equipment, and DHL or FEDEX shipping to Mosul, Iraq. FAR and DFARS Clauses and Provisions: 52.212-1, Instruction to Offerors; 52.212-2, Evaluation -- Commercial Items (The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the best value to the Government. The following factors shall be used to evaluate offers: 1) Technically acceptable, which is equal to price; 2) price. The contract award will be based on Low price, Technically Acceptable. Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to accept the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
