Description

The National Institute of Standards and Technology (NIST), intends to request a Fixed Price quote, on a sole source basis, under authority of FAR 13.106-1(b) (1), from MKS Instruments Inc. of Wilmington, MA 01887, for the purchase of its Sealed Mass Flow Controller male connectors Model 1479, and its Pressure/Programmer display , Model 647C. NIST Process Measurement Division will use these components to expand its current facility that delivers test gases. Sole source determination is based on component compatibility with as existing system. The MFCs must be programmable and operable by an existing model 647C Programmer-Display Unit. Cables must be compatible with the MFC, the MFCPU and the existing MKS 647C. Accuracy must be a minimum of 1 sccm with resolution of at least 0.1 sccm Computer drivers operating the controller must be compatible with existing MKS equipment. MKS Instruments Inc. is the only known vendor capable of supplying the required Mass Flow Controller. Delivery shall be FOB Destination and be completed in accordance with the Contactor?s commercial schedule. As defined in the federal Acquisition Regulation (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at delivery point specified in the purchase order, and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. The North American Industrial Classification System (NAICS) code for this acquisition is 334513. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the government will consider responses received by December 22, 2005. A determination by the Government not to compete the proposal acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
