- Testing and Commissioning Service for the United States Department of Energy, Western Area Power Administration, for its regional office located in Phoenix Arizona. This Office services the following states: Arizona, California, Colorado, New Mexico, and Nevada. The work will cover testing and commissioning, at Mead Substation which is located outside of Boulder City Nevada. Western is in the process of constructing a new 230kV bay and a 500KV line bay and 500kV transformer bay. The contract value is estimated at $600,000 for a period from February 2006 to March 2007. Firms will be evaluated on the following criteria: A. GENERAL QUALIFICATIONS, INCLUDING: (1) Experience and technical competence of the firm in comparable work; (2) Past record in performing like work for DOE, other Government agencies, and private industry, including projects or contracts implemented with no overruns; performance from the standpoint of cost including cost overruns (last 5 years); quality of work including numbers of inadvertent outages during testing; and ability to meet schedules including schedule of overruns (last 5 years)(where applicable); (3) Interest of company management in the project and expected participation and contribution of top officials; (4) Geographic location of the home office and familiarity with the locality in which the project is located (firms own organization, joint-venture organizations, subcontractors etc.). B. PERSONNEL AND ORGANIZATION: (1) Specific experience and qualifications of personnel proposed for assignment to the project, including as required for various phases of the work: (I) Technical skills and abilities in planning, organizing, executing, and controlling; (ii) Abilities in overall commissioning coordination and management; and (iii) Experience in working together as a team; (2) Proposed project organization, delegations of responsibility, and assignments of authority; (3) Availability of additional competent, regular employees for support of the project, and depth and size of the organization so that any necessary expansion or acceleration could be handled adequately The above factors are weighted as follows: A(1) Experience and Competence of Firm 10% A(2) Past Record of Firm 20% A(3) Interest of Firms officials 5% A(4) Geographic location 5% B(1) Experience and Qualifications of Personnel 30% B(2) Project Organization 5% B(3) Availability of Additional personnel 5% Price 20% This acquisition is 100% set aside for small business concerns.
