- The Centers for Medicare and Medicaid Services (CMS) is in the process of performing market research for a procurement to provide technical and functional consulting services for the Clarity Enterprise Portfolio Management System. The purpose of this notice is to solicit capability information from those service disabled veteran-owned small businesses interested in performing this work. This information will help CMS determine if this work can be set aside for a service disabled veteran-owned small business. There is a summary of the project below. This is not an RFQ or RFP. CMS is using this notice for market research purposes only. If you would be interested in submitting capability information, please provide a high-level capability demonstration that describes how you could perform these services. Please do not submit pre-established marketing material or refer to your websites. Submit a specific document addressing the following: 1) Describe how you could provide personnel with the right kinds of experience to perform this work. 2) Describe how you will provide the right kinds of resources, including infrastructure, to perform the services; 3) Describe your teaming partners (if any); 4) Describe any experience you or your teaming partners have that is relevant to this effort; and 5) Describe the contract vehicles you possess that could offer streamlined procurement avenues for this effort (STARS, GSA Schedule, GWACs. CMS will not share the information you provide with other parties. SUMMARY OF THE REQUIREMENTS OF THE PROJECT FOLLOWS: The objective of this effort is to expand the project management processes, portfolio management, metrics analysis and tracking of CMS projects. This includes the planning and execution of all steps needed to analyze, prepare, and perform the activities necessary to support the business processes and technical requirements as they relate to the performance of portfolio management and enterprise level of control of all projects within CMS. The system shall be configured to meet CMS requirements for the performance assessments of CMS executives and managers, Corrective Action Plans, Medicaid Reform, etc. This effort shall produce a variety of reports that include information related to the ongoing assessment and reporting of the status and health of all projects, including the effective identification of project health indicators.
