Description
The VA Eastern Colorado Healthcare System (ECHS), located in Denver, Colorado is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience in design through construction period services of fire and safety corrections. Scope of work shall include addition of fire sprinklers, fire rated enclosures, smoke barrier walls, fire doors, fire/smoke roll-up doors, tamper-proof lighting, cable tray, door egress hardware, Fire Department connections, electric panel tracing and schedules, emergency power exit and egress lighting. The selected A/E firm shall provide all technical services including architectural, mechanical, electrical, and fire protection engineering as may be required for a complete design through construction period services. Design shall include all phasing and infection control requirements. The estimated construction range is between $250,000 and $500,000. Selection criteria include in descending order importance: (1) specialized experience of the firm, both prime and consultants, in design and construction of fire and safety deficiencies; (2) professional qualifications of the firm?s staff and consultants assigned to the project; (3) experience on remodeling existing and occupied spaces; (4) past experience working on VA facilities and/or Government; (5) geographical location of the firm within a 100 mile radius of the ECHS, Denver, Colorado; (6) ability of the firm to begin the work within 30 days of award of the contract; and (7) demonstrated success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in the design. All interested firms are required to submit two (2) recent completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), Wednesday, January 18, 2006. Solicitation 259-090-06 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. In accordance with P.L. 100-656, Small Business Competitiveness Demonstration Program Act of 1988, this acquisition is reserved fro Emerging Small Business concerns. NAICS Code 541330 is applicable to this acquisition, the size standard for a firm to be considered has an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $4.0 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
