- Air Education Training Command, Goodfellow AFB, TX has started the preliminary planning process required by the Office of Management and Budget (OMB) Circular A-76. Goodfellow AFB, TX is conducting a preliminary market research to determine the existence of viable commercial source(s) capable of providing the necessary services and to determine the appropriate groupings of activities as business units. (Extensive market research necessary to support acquisition strategy decisions will be conducted if/after a standard competition is announced in accordance with OMB Circular A-76.) The scope of the required service(s) is for Supply Management Services and consists of: Provide the services that meet the supply, materiel, and equipment requirements of Goodfellow Air Force Base (GAFB) Texas. Supply support includes managing, stocking, and distributing supplies, hazardous materials, equipment, fuels and munitions assets. The service provider shall provide immediate mobility support of supplies and equipment for deployments, exercises and/or other contingencies. Manage supplies required in direct support of Air Force weapon systems by: processing customer issue requests, issuing, backordering, and delivering property to customers. Supply and validate bench stocks. Submit requisitions to AF or DoD sources of supply for out-of-stock items. Monitor status of requisitions. Manage the excess program and forecast requirements. Perform management of backordered items that limit the mission capability (MICAP) of AF weapon systems. Receive, in-check, and inspect serviceability of property shipped from sources of supply. Manage and inventory property. Manage the shelf-life program. Pick-up and process turn-ins for serviceable, reparable, and condemned assets and ensure proper disposal of items. Manage special levels, Special Purpose Recoverables Authorized Maintenance (SPRAM), Awaiting Parts (AWP), Due-In From Maintenance (DIFM), and Supply Point programs, if applicable. Manage and track the acquisition, usage, and disposal of all items and supplies containing hazardous materials. Manage and maintain the Air Force Equipment Management System (AFEMS) program. Requisition, receive, store, issue, inspect, and distribute equipment assets. Maintain Custodian Authorization/Custody Receipt Listing (CA/CRL) folders. Manage the mobility equipment, including weapons, program. Store, inventory, and maintain mobility assets and backup stocks. Operate the Small Arms Facility (SAF) for mobility weapons. Operate the automated, self-service base service station. Order, receive, store and issue ground fuel products. Maintain inventories to meet peacetime and contingency stockage objectives as infrastructure permits. Performs fuels accounting. Provides tank custodian training to organizational tank custodians and escorts. Implement security, quality control and inspection, and environmental conservation and protection programs. Manage and maintain munitions assets program including safety and security. Store, issue, deliver, inspect, buildup, recondition, ship, requisition, account for, maintain and process conventional munitions assets. Manage munitions operations (accountability), item and monetary accounting, inventory stock control, requirements computation, determination allowance, research and identification of munitions supplies and equipment through the auditable Combat Ammunitions System (CAS) computer system and document control files. Maintain physical security to include: entry control, inspections, THREATCON actions, Random Antiterrorism Measures (RAM), and local search and identification requirements. Respond to security police notification of alarm activation during normal- and after-duty hours. Manage static display (historical) aircraft in conjunction with the wing historian. Coordinate acquisition of additional aircraft and disposal of excess aircraft with the Air Force History Museum. Conduct inspections of historical aircraft to ensure minimum appearance/safety standards are exceeded. Operate the Joint Computer-aided Acquisition Logistics and Acquisition Support (JCALS) system (and/or its replacement system) for management of technical orders for the wing. Process all wing materiel being sent to Defense Reutilization Management Office (DRMO) storage sites by operation and management of the outside yard. Receive materiel from base customers, segregate by class/type, coordinate loading with the Transportation Flight, load trucks, and process paperwork. Manage the Test, Measurement, and Diagnostic Equipment (TMDE) program for the wing. Maintain a master schedule of equipment requiring calibration. Coordinate actions with owning organization. Coordinate transport of TMDE to/from the Precision Measurement Equipment Laboratory (PMEL) at Dyess AFB TX with the Transportation Flight. Train TMDE custodians and publish wing instructions for management of the program. Manage the Local Area Network (LAN) for the supply flight, controlling hardware/software requirements and inventories. Serve as first-responder to computer/network problems and coordinate corrective actions with the communications squadron and/or commercial enterprise. Operate the Standard Base Supply System (SBSS) for the supply flight and required users. Maintain liaison with the computer support base. Ensure program changes are made and published for use?s information. Assist SBSS users with development of special computer products to meet operational needs. Distribute all customer computer products. This sources sought synopsis is published under the North American Industry Classification System (NAICS) code 541614 with an associated Small Business Administration (SBA) size standard of $6 million. A consolidated Sources Sought Synopsis is separately published under the NAICS Code 561110 with an associated size standard of $6 million. The 561110 NAICS code best describes the mission support services encompassing Civil Engineering Services, Transportation Management, Laundry Services, Library Services, Supply Agency, Fitness Center and Communications Services. If as a result of the Market Research report a standard competition is announced and the services are solicited as a whole, a single NAICS code will be selected that best describes the overall acquisition based on value. Request companies that are interested in performing the services described above, provide an electronic capabilities package to the contracting officer not later than 20 Dec 05. In addition to describing capability to provide the service, ensure the package addresses the following: (1) Provide a summary and customer points of contact on past contracts for similar services. (2) Discuss the appropriate grouping of business activities. For example, is it logical to group transportation services, civil engineering services and communication services together in one effort/contract or should they be split as separate requirements and why? (3) Which, if any, parts of the effort would you likely subcontract rather than using in-house resources and why? (4) Discuss your ability and sources to obtain and retain qualified personnel. (5) Address recommendations regarding selection of NAICS code. (6) Address business size status (to include specific identification as an 8a, HUBzone, or service-disabled veteran-owned small business) based on proposed and recommended NAICS codes. (7) Provide a point of contact for follow-up questions (as a minimum, submit name, telephone number and e-mail address).
