- Air Education Training Command, Goodfellow AFB, TX has started the preliminary planning process required by the Office of Management and Budget (OMB) Circular A-76. Goodfellow AFB, TX is conducting a preliminary market research to determine the existence of viable commercial source(s) capable of providing the necessary services and to determine the appropriate groupings of activities as business units. (Extensive market research necessary to support acquisition strategy decisions will be conducted if/after a standard competition is announced in accordance with OMB Circular A-76.) The scope of the required service(s) is for Fitness Management Services and consist of: Provide management of facilities, programs and equipment to support the unit commanders? fitness program; provide fitness assessments and prescriptions for all first term airmen and active duty on request; manage the fitness improvement program; and provide on-site, interactive customer service with equipment and facility orientations. The service provider will provide core fitness and sports programs to authorized users at Goodfellow Air Force Base (GAFB) Texas. Manage fitness facilities by: Developing operational directives, determining equipment and facility requirements, monitoring fiscal operations, developing special studies and preparing individual/personal services contracts. Developing budget estimates, determining and developing long-range facility and equipment requirement master plan. Preparing and submitting work order and design project plan, attending base prioritization meetings, coordinating and providing assistance with CES design submittals. Attending contract design meetings with base civil engineers, evaluating linen contract to ensure compliance and inform contractor of discrepancies. Monitoring custodial cleaning contract by inspecting, documenting, and reporting work discrepancies to the proper quality assurance evaluator. Establishing a work order program that documents routine repair work orders, and AF Form 332, Work Order Request for Construction, Alternation or Deletion of Facilities; and tracking their status. The service provider will maintain facilities to include the Mathis Fitness Center, Carswell Field House, and outside facilities to include two softball fields, one football field, running track, exercise pad, 4 tennis courts, 2 basketball courts and 2 volleyball courts. Manage fitness operations by: Managing the front desk. Operating sundry sales, providing customer services such as towel and locker services, accepting reservations for facilities and equipment, maintaining continuity folders, conducting hourly headcounts, conducting opening and closing facility walk-throughs, and preparing, documenting and receiving cash transactions. Direct fitness programs by: Offering year-round fitness activities, conducting instructional programs, surveying and soliciting customer feedback, marketing programs, developing personal service contracts, and instructing customers on proper use of equipment. Directing personal fitness programs for customers. Setting up and taking down fitness center equipment. Direct sports programs by: Managing a minimum of 4 core sports programs. The supplier shall manage all publicity, game and play-off schedules, establish tournament play and official contracts. The supplier shall hold sports advisory committee meetings and establish by-laws prior to the beginning of play for each sports program. The supplier shall maintain athletic fields and facilities. The supplier provides supplies and equipment to support the sports programs. This sources sought synopsis is published under the North American Industry Classification System (NAICS) code 713940 with an associated Small Business Administration (SBA) size standard of $6 million. A consolidated Sources Sought Synopsis is separately published under the NAICS Code 561110 with an associated size standard of $6 million. The 561110 NAICS code best describes the mission support services encompassing Civil Engineering Services, Transportation Management, Laundry Services, Library Services, Supply Agency, Fitness Center and Communications Services. If as a result of the Market Research report a standard competition is announced and the services are solicited as a whole, a single NAICS code will be selected that best describes the overall acquisition based on value. Request companies that are interested in performing the services described above, provide an electronic capabilities package to the contracting officer not later than 20 Dec 05. In addition to describing capability to provide the service, ensure the package addresses the following: (1) Provide a summary and customer points of contact on past contracts for similar services. (2) Discuss the appropriate grouping of business activities. For example, is it logical to group transportation services, civil engineering services and communication services together in one effort/contract or should they be split as separate requirements and why? (3) Which, if any, parts of the effort would you likely subcontract rather than using in-house resources and why? (4) Discuss your ability and sources to obtain and retain qualified personnel. (5) Address recommendations regarding selection of NAICS code. (6) Address business size status (to include specific identification as an 8a, HUBzone, or service-disabled veteran-owned small business) based on proposed and recommended NAICS codes. (7) Provide a point of contact for follow-up questions (as a minimum, submit name, telephone number and e-mail address).
