- Air Education Training Command, Goodfellow AFB, TX has started the preliminary planning process required by the Office of Management and Budget (OMB) Circular A-76. Goodfellow AFB, TX is conducting a preliminary market research to determine the existence of viable commercial source(s) capable of providing the necessary services and to determine the appropriate groupings of activities as business units. (Extensive market research necessary to support acquisition strategy decisions will be conducted if/after a standard competition is announced in accordance with OMB Circular A-76.) The scope of the required service(s) is for Laundry Services and consists of: Perform supply duties, furnish technical assistance, and ensure contractor?s compliance with the Linen and Dry Cleaning Contract. Provide contract oversight by: Identifying and satisfying customer needs, determining contractor compliance, managing surveillance of the contractor?s work performance, notifying the base contracting officer and functional area chief of unacceptable contractor performance and preparing deficiency reports when necessary. Certifying satisfactory services, participating in meeting with contractor, contracting officer and key Air Force functional representatives to solve problems, discuss procedures, review and contract discrepancies reports (CDRs), contractor responses and contract administration. Provide quality assurance by: Developing and maintaining a quality assurance surveillance plan, evaluating the contractor quality control system, compiling and analyzing data, providing data and recommendations to management. Preparing invoices, preparing and maintaining daily performance log and record of items shipped and received to and from contractor. Forwarding billing documentation to the base contracting squadron. Maintain stock levels for authorized linen supply items by: Receiving and documenting orders, verifying quantities against orders. Receiving soiled linen from individuals, organizations and base units. Segregating organizational items, salvage items, rags, and linen by type. Determining quantity by counting or weighing and placing items in bundles or bins for pick up by the commercial laundry and dry cleaning facility. Locating and removing filed receipts, verifying filed receipts, and issuing clean organization items. Reporting problems and discrepancies to management. Maintain property accounts and records by: Monitoring the paperwork and records of applicable information when receiving, storing, issuing, replenishing and inventorying linen supplies. Using computer files to control linen inventory and records associated with issuing, receiving, replenishing and storing linen. Maintaining files. Preparing reports, preparing inventory adjustment, adjusting accounting records, and filing adjustment accounting documentation. Preparing certificates of transfer and -providing copy to new and previous account custodian. Manage the linen distribution by: Providing management of distribution and delivery for lodging linen support. Maintains government vehicles. This sources sought synopsis is published under the North American Industry Classification System (NAICS) code 812320 with an associated Small Business Administration (SBA) size standard of $4 million. A consolidated Sources Sought Synopsis is separately published under the NAICS Code 561110 with an associated size standard of $6 million. The 561110 NAICS code best describes the mission support services encompassing Civil Engineering Services, Transportation Management, Laundry Services, Library Services, Supply Agency, Fitness Center and Communications Services. If as a result of the Market Research report a standard competition is announced and the services are solicited as a whole, a single NAICS code will be selected that best describes the overall acquisition based on value. Request companies that are interested in performing the services described above, provide an electronic capabilities package to the contracting officer not later than 20 Dec 05. In addition to describing capability to provide the service, ensure the package addresses the following: (1) Provide a summary and customer points of contact on past contracts for similar services. (2) Discuss the appropriate grouping of business activities. For example, is it logical to group transportation services, civil engineering services and communication services together in one effort/contract or should they be split as separate requirements and why? (3) Which, if any, parts of the effort would you likely subcontract rather than using in-house resources and why? (4) Discuss your ability and sources to obtain and retain qualified personnel. (5) Address recommendations regarding selection of NAICS code. (6) Address business size status (to include specific identification as an 8a, HUBzone, or service-disabled veteran-owned small business) based on proposed and recommended NAICS codes. (7) Provide a point of contact for follow-up questions (as a minimum, submit name, telephone number and e-mail address).
