- This sources sought announcement is to aid the Government; Agile Combat Support Systems Squadron (ACSSS) at Eglin AFB, FL in locating potential sources for the purchase of up to 76 (each) trailers capable of transporting the All-Purpose Remote Transport System (ARTS) and attachments by air or land. The ARTS and the transportation system should be integrated together and issued to the end user as a complete unit. There is no solicitation available at this time, nor is there a commitment by the government to issue a solicitation, make an award, or be responsible for any monies expended by interested parties for submission packages in response to this synopsis. The specifications are as follows: ? Meet DOT and SAE standards for transport of an ARTS over public roads ? Standard M-series electrical connection wiring harness for lights ? Low-boy style trailer - Wheels are under the deck - Can be flat forklift loaded from the side (no rails or protrusions above deck height) ? Pintle hook tow with an adjustable height pintle hook which allows the trailer to be towed by vehicles with pintle hook heights from 15 inches above ground to 35 inches above ground ? Independent braking system not reliant on tow vehicle mechanicals ? Able to traverse unimproved roads ? Must be airlift certifiable for C-130, C-141, C-17 and C-5 aircraft while carrying the baseline ARTS attachments of box rake, backhoe, dragon mount, forks, ACS, SCS and IOCS and loaded using the ARTS as the tow vehicle: -Maximum tire pressure is 100 psi -Maximum trailer width is 103 inches at ground level to 12 inches high, 110 inches from 12 inches on up -Maximum length ? length should be minimized but still meet ARTS transport requirements -Maximum tongue load on jack when parked ? 2000 lbs and 50 psi -Tires are spaced left side to right side of trailer a Minimum of 30 inches apart and a maximum of 100 inches apart to fit on treadways -Maximum deck height: threshold of 42 inches, objective of 30 inches -Minimizes shoring needed to on/off load from airlifter: minimize distance from pintle hook to front axle, minimize distance from rear axle to back of trailer, and maximize ground clearance. Use attached chart Figure 1. ? Able to transport ARTS platform along with box rake, ACS, SCS, and OCU -Tire load rating at 55 mph -Minimum load rating of 14,000 lbs -Minimum clear deck width of 84 inches -Minimum clear deck length of 216 inches -Provisions to drive the ARTS onto the trailer i.e. tilt bed, beavertail, ramps? ? A minimum of 5 tie-down points evenly spaced down each side ? Have an integrated, weather-resistant metal storage box capable of holding the IOCS and the IOCS Equipment Case at the same time -IOCS dimensions are 22? x 7? x 18 inches -IOCS Equipment Case dimensions are 32? x 9 x 20⅞ inches -Industry standard coatings and corrosion-resistance for outdoor operation for 15 years in a coastal environment ? Any wood used must be certified and stamped for heat treatment meeting international transport/export standards ? Commercial manual provided ? Desire no slip surface ? Desire provisions for spare tire, jack and matching lug wrench See Attachment for Cargo Overhang Limits. The delivery address will be various locations. The anticipated delivery date is June 2006. The small business size standard for this requirement is currently 500 employees and the NAICS is 336212. ACSSS is publicizing this Sources Sought Notice to determine if there are firms with the interest and capabilities to set this acquisition aside under one of the applicable Small Business Programs or solicit the requirements on an unrestricted basis.
