Description
The Air Force Space Battlelab at the Space Warfare Center, Schriever AFB CO, intends to pursue a sole-source acquisition with Ball Aerospace & Technologies Corporation (BATC) in accordance with 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Sources or Supplies Will Satisfy Agency Requirements. The effort will be for a Combat Telemetry Spigot (TELS) Demonstration. BATC performed similar efforts for the original Navy S-Band Program through Contract N63394-04-T-0125 under a Broad Agency Announcement (BAA). As part of the Navy S-Band Program, BATC provided proprietary hardware required to support this effort. This acquisition requires contractor support for the Combat Telemetry Spigot (TELS) Demonstration at Camp Parks, CA. The basic effort includes the following support: Installation/preparation of proprietary phased-array hardware at the contractor?s facility; upgraded software for the Master Control Computer; on-site mechanical set-up; on-site array checkout and health status testing; on-site final integration and testing; and delivery of a final report detailing the antenna health and performance status. Potential options include the following support: Phone support for troubleshooting with on-site visits; removal and replacement of radome; inspection and replacement of failed panels; and additional on-site support. The period of performance for this effort is expected to commence on 01 Feb 06. This synopsis is a notice of intent to use BATC as a sole-source contractor for this effort. However, interested parties are invited to submit a statement of technical capabilities not to exceed three (3) pages that includes the following information: (1) Company name, mailing address, points of contacts and telephone numbers; (2) Business size classification; (3) Experience and capabilities to provide the type of support identified in this announcement; and, (4) The appropriate facilities to work at classified security levels. Statements of Capabilities are due by 23 Dec 05. The Government will not pay any costs associated with preparation of the Statements of Capabilities.
