- 1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The servi ces will consist of complete cost engineering services to include the preparation of cost estimates from programming/conceptual phases through final design on any of the projects and programs ongoing at the U.S. Army Corps of Engineers, Huntsville Engineer ing and Support Center, USAESCH, specifically as related to the Cost Estimating Branch assignments. Services shall also include cost estimating review in accordance with the USAESCH guidance, cost analysis, participation in charrettes, attend meetings, si te investigations, change order cost estimates and assistance in negotiations. A single indefinite delivery contract will be negotiated and awarded with a base year and two option years. The total amount of the contract is estimated to be $3,000,000.00. Work will be issued by negotiated firm-fixed-price (FFP) or labor-hour task orders. The contract is anticipated to be awarded in April 2006. North American Industrial Classification System code is 541330, which has a size standard of $4,000,000.00 in an nual receipts. This contract is full and open competition. To be eligible for contract award, a firm must be registered in the Department of Defense (DoD) Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3412. 2. PROJECT INFORMATION: Specific task requirements may include preparation and/or validation of the following: cost estimates; cost estimates using specified automated syst ems; schedules; economic analyses; cost risk assessments using specified automated systems; and quantity takeoff and material pricing. The Contractor will also be required to provide support during negotiations; cost and pricing analysis of proposals; ass istance in proposal evaluations; defense of prepared or validated construction cost estimates; training and related efforts; cost estimating support in the analysis of value engineering (VE) initiatives, participation in and/or facilitation of VE studies a nd participation in charrettes; preparation and/or assistance with cost engineering studies; participation in the development of cost related databases; development of historical cost information and reporting in specified automated system; and supporting services in reference to the above listing. The firm's cost estimators must spend the majority of their time performing cost engineering functions. In addition, the firm selected must have experience in use of MCACES AND PACES software. During the life of this contract, the USAESCH, Cost Engineering Branch will be transitioning to new cost estimating software. This software is the Second Generation (MII) of MCACES. The selected firm must transition all their cost engineers/estimators to the use of this software along with the USAESCH Cost Engineering Branch. A-E firms participating in an estimate for a contract action, or in the other work identified in the scope of work associated with a prospective contract action, may not be allowed to participate i n any way in follow on contract efforts. 3. SELECTION CRITERIA: The major selection criteria are listed below in descending order of importance. Subfactors under each major criterion are of equal importance. Criteria a through d is primary. Criteria e and f are secondary and will only be used as a tie-breaker among technically equal firms. a. Professional Qualifications: (1) The selected firm must have, either in-house or through Subcontractors, the following Cost Engineering disciplines: Archite ct, Structural, Civil, Mechanical, Electrical, Value Engineering, and Scheduler. (2) The firms senior cost engineer(s) must be certified by a professional org anization, such as AACE, ICEC or PCEA and must also be a registered professional engineer or architect. b. Specialized Experience and Technical Competence in: (1) Preparing cost estimates utilizing both IBM/MS DOS compatible MCACES GOLD and Windows-b ased MCACES estimating software MCACES for Windows or MCACES MII; (2) Preparing programming/conceptual, final design, and change order cost estimates for DoD projects, with emphasis on Corps of Engineers military projects; (3) Prepare parametric estima tes utilizing the Parametric Cost Engineering System (PACES); (4) Preparing cost estimates for OCONUS projects; (5) Scheduling with specialized experience and technical competence in preparing construction schedules for both horizontal and vertical con struction projects that result in a construction duration that can be used in bidding a project; (6) Participation in VE Studies; (7) Cost and price analysis of construction Contractor proposals. c. Past Performance: Past performance on DoD contract s on projects relevant in size, scope and similarity to the services being procured under this synopsis with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. d. Capacity to A ccomplish the Work: Capacity to perform approximately $1,000,000 in work of the required type in a one-year period to include the ability to accomplish at least three individual task orders simultaneously. e. Small Business (SB), Service Disabled Vetera n Owned Small Business (SDVOSB), Small Disadvantaged Business (SDB), 8(a) and HubZone Business Participation: Extent of participation of small businesses, small disadvantaged businesses, women-owned small businesses, historically black colleges and univers ities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. f. Equitable Distribution of DoD Contracts: Volume of DoD A-E contract awards in the last 12 months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit five completed paper copies of their SF 330 (Architect-Engi neer Qualifications) to the above address. Form SF 330 6/2004 edition must be used, and may be obtained from the Government Printing Office or from the following web site: http://contacts.gsa.gov/webforms.nsf/22f268ed0a398629852569a4006ed7cc?OpenView&Star t=30. Submittals must be received no later than 4:00 P.M. Central Time on January 12, 2006. Include ACASS number in SF330 PART I, Section B, of Block 5. To obtain ACASS number, call the ACASS Center at 503-808-4591. A maximum of ten (10) projects will be reviewed in PART I, Section F. Use no more than one (1) page per project. In Block G-26, along with the name, include the firm the person is associated. Block H is limited to 10 pages. A Part II is required for each branch office of the Prime Firm a nd any Subcontractors that will have a key role in the proposed contract. Facsimile transmissions will not be accepted. This is not a request for proposal. Solicitation packages are not provided. As required by acquisition regulations, interviews for t he purpose of discussing prospective Contractors' qualifications for the contract will be conducted only for those firms considered most highly qualified after submittal review by the selection board.
