- FISC Norfolk Contracting Department, Philadelphia Office intends to acquire, on a sole source basis in accordance with FAR 6.302-1, test administration services from Thomson Learning, Inc of Stamford, CT. The services are required for the Defense Activity for Non-Traditional Education Support (DANTES) Pensacola, FL. The proposed acquisition is to provide DANTES with test administration services for their dSST?, Praxis, GRE Subject and GRE General examination programs. Services involve printing, distributing, scoring, maintaining and issuing transcripts, inventory management, record storage, information services and technical support of DANTES-developed information technology systems. The contract requires support of the dSST? paper-based testing program available through DANTES Test Centers and the continued development of the dSST? web-based testing program through National Test Centers (colleges and universities) operating on their home campuses or on military installations under a Memorandum of Understanding between the college and the installation. Additionally, the contract requires the maintenance of the GRE General reimbursement payment system and the maintenance of the United States Armed Forces Institute (USAFI) and Department of Defense Dependent Schools (DODDS) transcript systems. It is anticipated that an indefinite delivery requirements contract with fixed priced provisions, including a one-year base period and two (2) one-year options will be awarded to satisfy this requirement. Thomson Learning, Inc. is considered the only source of all the required test administration services and associated materials. The solicitation and contract award will be conducted under the provisions for Commercial Items in accordance with Federal Acquisition Regulation (FAR) Part 12.
