- The Marine Corps Systems Command, Nuclear, Biological and Chemical Defense Systems is conducting a market survey to identify the commercial availability of Powered Scissors/Cutters for use in non-ambulatory, mass casualty decontamination operations. Scissors will be used to remove wet or dry clothing from non-ambulatory and potentially unconscious persons. Mandatory characteristics include, but are not limited to: safe to operate in a wet environment; safe to operate in close quarters, safe to operate by personnel wearing OSHA Level B Personal Protective Equipment (PPE); safe to operate with minimal training; powerful enough to cut water-saturated heavy clothing items including coats and belts, optimally to be capable of effectively cutting through turnout gear and chemical protective clothing; maneuverable and controllable cutting force and/or cutting length to minimize injuries to the victim and operator; lightweight, easy to operate minimizing operator fatigue and repetitive motion injuries; ability to be decontaminated; power supply must support a 50% work cycle for up to four hours. Submitted information must indicate power source and, if battery, battery name and type. Firms who believe they have a product capable of meeting this requirement are requested to provide product literature, brochures, price lists, warranty coverage, business size and any other relevant information. Responses shall be submitted no later than January 11, 2006 to Contracts Directorate, Code CTQ3MS, ATTN: Mark Sanderson, 2200 Lester Street, Quantico, VA 22134-6050. Submitted information will not be returned. This is not a request for proposal or quotation. No solicitation document exists. This is not to be construed as a commitment by the government to procure these items, nor does the Marine Corps intend to award on the basis of this sources sought/market research or otherwise pay for the information requested. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information.
