Description
1.0 OBJECTIVE The Marine Corps Warfighting Laboratory (MCWL), Technology Division, Ground Combat Element (GCE) Branch requests information from government, academia, and industry sources regarding state of the art vehicle lightweight armor. The immediate objective is to survey and assess the most advanced armor materials and composite armors for vehicles, focusing primarily, but not exclusively, on light tactical vehicle applications. A follow-on objective has been established to conduct performance testing of those armors assessed as offering the best protection. MCWL intends to evaluate the form and fit of potential solutions within weight restrictions. 2.0 ARMOR PARAMETERS The following are design and manufacturing parameters MCWL will consider during the assessments: - Areal Density (goal is 24 lb/ft2 max) - Protection Capability (ref. test matrix of Paragraph 3.4) - Multiple Hit Capability - Protection Performance Variations (i.e., ceramic tile triple points) - Formability (i.e., applicable to vehicle contours) - Modularity (i.e.,maintainability, repairability) - Environmental factors Fire Temperature Humidity Shock Vibration - Toxicity 3.0 PLAN OF ACTION & MILESTONES MCWL will conduct the Vehicle Lightweight Armor evaluation in accordance with the following Plan of Action and Milestones (POA&M): 3.1 RESPONSE SUBMITTAL Information in response to this inquiry will be accepted from the date of the synopsis through 31 December 2005. Responses shall address the parameters identified in Paragraph 2.0. It is acknowledged that substantive data for emerging technologies for thorough evaluation of every parameter may not be available; however, all relevant information from responders is welcome. In addition, as part of the response, responders shall provide a list of materials associated with their armor and corresponding Material Safety Data Sheets (MSDS) . Responses are limited to 10 pages, not including the material list and MSDS. 3.2 ASSESSMENT MCWL will assess the information received in response to this inquiry based on the criteria outlined in Paragraphs 3.1 during the period 01 January 2006 through 21 January 2006. Upon completion of this assessment, MCWL will select armor solutions determined as having the greatest potential for adaptation to light tactical vehicles for performance testing in accordance with the criteria set forth in Pagraphs 2.0 and 3.4. 3.3 TEST SAMPLE DELIVERY For those armor solutions selected for performance testing per Paragraph 3.2, the Government will request delivery of armor samples to be delivered during the period 22 January 2006 through 18 February 2006, at no cost to the government, in the sizes and quantities identified below : Coupon Size Qty (ea.) 18-in. x 18-in. 9 36-in. x 36-in. 3 3.4 PERFORMANCE TESTING The test samples provided per Paragraph 3.3 will be subjected to the following performance testing during the period 19 February 2006 and 11 March 2006: Threat Test Round Velocity Test Type Ballistic .50-cal AP 2900 ft/s (muzzle) V0 Fragment 20mm FSP 4200 ft/s (goal) V50 Fragment IED Arena (155mm) Main Beam @ 4m V0 Applicable test standards will be adhered to, including the following: - STANAG AC/225-D/XXX: Procedures for Evaluating the Protection Levels of Logistic and Light Armoured Vehicles for KE and Artillery Threats. (Draft) - MIL-STD-662F: V50_Ballistic Test for Armor Access to armor performance test results is contingent upon the classification of the results as determined by U.S. Army Research Laboratory ?Security Classification Guide for Armor Materials and Technology? (dtd 10 April 2002), and the security clearance of individuals requesting the information/data.
