Description

The Bureau of Engraving & Printing intends to issue a full and open competitive solicitation for an OV Distinctive Security (Window) Thread. The solicitation will be available in January 2006. Offerors will be afforded a 30 day response time for receipt of proposals and material samples. The solicitation will be conducted in accordance with FAR Part 15. The contract type will be fixed-price, indefinite delivery/indefinite quantity with deliveries made to Washington, DC. The estimated contract quantities are approximately 800 million feet for each of the first two years of the contract period, 600 million feet the third year and 200 million feet the last two years. The solicitation will be posted in January 2006, at the FedBizOpps website for downloading. The anticipated award date is October 1, 2006. All responsible sources may submit a proposal which shall be considered by the agency. The specification will not be issued with the solicitation and will be available from the Contracting Officer by written request to email: jennifer.sellers@bep.treas.gov. Potential offerors must demonstrate that they have the manufacturing capability to manufacture non-metallic printed security threads and sign a Non-Disclosure Agreement prior to receipt of the specification. A draft specification is available for industry comment and suggestions. The draft specification will only be released to prospective offerors who have demonstrated that they have the manufacturing capability to manufacture non-metallic printed security threads and also sign a Non-Disclosure Agreement prior to receipt of the draft specification. Requests for receipt of the draft specification shall be submitted by email to the contracting officer at: jennifer.sellers@bep.treas.gov. Comments regarding the draft specification will be received and considered up until the time that the solicitation is posted.
