- Description
- The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source contract with Battelle Memorial Institute under the authority of 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1(a)(2)(i), based on their unsolicited proposal entitled, ?International Cooperative Research Program For Maximizing Enhancements in Risk Informed Technology (MERIT) For Commercial Nuclear Power Plants? submitted to the NRC in September 2004. The purpose of this contract, based upon an unsolicited proposal, is to enhance risk assessment tools now used as one of the cornerstones for the maintenance and operation of commercial nuclear power plants through the creation of an international cooperative research program to be known as MERIT. Specifically, the following tasks will be performed under the contract: (1) study of degradation mechanisms associated with non-piping components in order to reduce uncertainty associated with this contribution to the overall loss-of-coolant accident (LOCA) frequency determination (2) assessment of primary water stress corrision cracking (PWSCC) in different locations and for multiple cracks; and (3) update of NRC computer codes (NRCPIPE, NRCPIPES and seepage quantification of upsets in reactor tubes (SQUIRT)) and databases (pipe FRACture mechanics property database (PIFRAC), CIRCUMferentially Cracked piping database (CIRCUMCR), and AXIALly Cracked piping database (AXIALCR)) that Battelle previously developed. The proposed effort is a continuation of work begun over the past 20 years under other similarly structured international programs including International Piping Integrity Research Group (IPIRG) and Battelle Integrity of Nuclear Piping (BINP) and under the NRC Large-Break Loss-of-Coolant Accident (LB-LOCA) Program. The proposed contract will be cost-reimbursement type contract. The period of performance is three years from date of contract award. This notice of intent is neither a request for quotes or a solicitation of offers. Interested firms must submit written capability statements demonstrating their ability to perform the required services to the above address not later than January 25, 2006. Capability statements that do not fully demonstrate the respondent?s ability to satisfy the requirements above will not be considered.
