- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additonal information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: 10 ea, Fast Rope Bags Large color black, fits 80 and 90 foot Fast Ropes, 18.5 diameter, 58 inch circumference, 32 inch height and 18 inch skirt, volume 10,000 cubic inches. Weight 10 lbs 10 ea, Fast Rope Bags Small, color black, fits 50 and 60 foot Fast Ropes, 15 diameter, 50 inch circumference, 22 inch height and 18 inch skirt, volume 5000 cubic inches. Weight 10 lbs 20 ea, 10.3mm x 65m Dry Rope, diameter 10.3mm, weight per meter 65g, impact force 8.6kN, UIAA Falls held 9, Sheath percentage 37.0%, Static elongation 4.4%, Dynamic elongation 31.2%, Passes: UIAA 108 inch sharp edge, double dry, any color 10 ea, 90 foot Fast Rope, woven loop with fries must meet MIL-F-44422 specifications 10 ea, 30 foot Fast Rope, with single steel ring must meet MIL-F-44422 specifications. H92244-06-R-0019 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-06 30 September 2005. North American Industrial Classification Code (NAICS) 314991 and 339920 applies to this procurement. The DPAS rating for this procurement is DO. This procurement is a small business set aside. The following provisions and clauses apply to this procurement: FAR 52.212-1 Instructions to Offerors Commercial Items (Jan 2005); FAR 52.212-2 Evaluation Commercial Items (Jan 1999); FAR 52.212-3 Offeror Representations and Certifications Commercial Items (Mar 2005); FAR 52-212-4 Contract Terms and Conditions Commercial Items (Oct 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Apr 2005); DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Applicable to Defense Acquisition of Commercial Items (Jan 2005); DFARS 252.225-7001 Buy American Act and Balance of Payments Program (Apr 2003). Proposals received after this timeframe shall not be considered for award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price. The prospective offeror must be registered with the Central Contractor Registration (CCR) website at http://www.ccr.gov to be considered for award.
