Description

The Social Security Administration (SSA) intends to negotiate solely with International Business Machines (IBM) under the authority of Federal Acquisition Regulation (FAR) Subsection 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements? to provide benchmarking assistance with technical and machine resources in support of performance tuning the IBM DB2 Record Manager product on the z/OS platform. In support of the Records Manager Software port to the z/OS platform, SSA has identified the need to utilize IBM's Gaithersburg Testing facility to establish benchmarks and transaction throughput on the z/OS platform prior to the installation of the RM software on the SSA Mainframe due to the lack of capacity on the SSA system at this time. The availability of the IBM System allows the SSA team access to a mainframe to perform this benchmark testing without having to interfere with existing SSA systems. The need for the task has evolved only as the project has progressed. The need has become critical since the internal system lacks the necessary capacity. The IBM Corporation is the only known source capable of satisfying SSA?s requirements. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, experience, and other pertinent data (including GSA Schedule information) within 15 days of this announcement. Responses must be addressed to the procuring office below: Social Security Administration, Office of Acquisition and Grants, Attention: Division of I.T. Support Services, 7111 Boulevard Place, Suite 100, Baltimore, Maryland 21244. The Government does not intend to pay for information received. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the contracting officer may determine that a solicitation will be issued.
