- Description
- The Bureau of Engraving & Printing (BEP) has a requirement for the performance of a comprehensive economic analysis of the advantages and disadvantages of obtaining a second supplier of currency paper, including the impact on the cost, security, quality, and adequacy of the currency paper supply. This requirement will henceforth be referred to as: Study on Advantages and Disadvantages of Second Currency Paper Supplier. Offerors shall be an established research and development entity/organization affiliated with an accredited university or college. An offeror shall be a well known establishment in the paper industry and have experts in the field of paper manufacturing, economics and production engineering or access to experts in these disciplines. An offeror shall have in-depth expertise in the field of paper manufacturing, economics, cost analysis, quality, production engineering, risk assessment, and impact analysis. Knowledge of the Federal Acquisition Regulations (FAR) and the requirements and limitations imposed by the FAR in regards to contract financing, cost accounting standards, allowable costs, etc. is highly desirable. All experts shall hold an advanced postgraduate degree, be experienced and shall be recognized for their contribution to their respective fields of expertise. Offerors and their subcontractors and/or outside consultants shall NOT be a potential supplier of currency paper or have formal or contractual business relationships or agreements with paper manufacturers. A firm-fixed-price type contract is anticipated encompassing a six (6) month period of performance. This procurement will be negotiated and awarded according to the procedures set forth in the Federal Acquisition Regulation (FAR) Part 15. The source selection decision will be based upon overall best value to the BEP, price and non-price factors considered. It is anticipated that a solicitation will be issued on or before August 4, 2005. A thirty (30) day solicitation response time is planned. Contract award is planned for December 16, 2005.
