- The U.S. Department of Commerce/National Oceanic Atmospheric Administration intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with National Science Teacher Association, 1840 Wilson Blvd, Arlington, VA 22201-3000. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13, Acquisition of Commercial Items. Description: The Government has a requirement to purchase exhibit space (booth) at the Annual Conference of the National Science Teachers Association. NOAA?s Office of Education will provide financial support for a 30?x40? booth at the NSTA Annual Conference and Exhibit. This exhibit assists in providing information leading to a broader understanding of the capacity for environmental literacy for teachers. This annual event is designed to help teachers gain more information about science which they can use in their classrooms with their students. This is a NOAA wide exhibit, which provides an opportunity for all of the line offices to present their educational materials grouped by strategic goals This year NOAA will have a ?speakers? Corner?, where teachers can listen to brief talks by NOAA scientists on educational topics. The following provisions and clauses shall apply to this acquisition: FAR 52.213-2, Invoicing; FAR 52.213-3, Notice to Supplier; FAR 52.213-4, Terms and Conditions -- Simplified Acquisitions (Other Than Commercial Items). The following Department of Commerce provisions and clauses apply to this acquisition: 1352.231-70, Duplication of Effort; 1352.233-70, Harmless from Liability; 1352.209-73 Compliance with the Laws; 1352.208-70, Printing; 1352.252-70, Regulatory Notice; 1352.209-71, Organizational Conflict of Interest; 1352.209-72; Restrictions Against Disclosure;1352.237-72 Security Processing Requirements for Contractor/Subcontractor Personnel Working on a DoC site(low and moderate risk contracts) Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirement(s). Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. A written affirmative response must be received no later than two days after the publication of this synopsis. The solicitation will result in a firm fixed price award.
